Job Description and Duties

Under the direction provided by the Supervisor I, the Analyst II is responsible for performing consultative and complex analytical assignments associated with recruitment, benefits, training, planning, policy formulation, and program evaluation in administrative personnel matters within the Disbursements Division.

Duties Performed:
(Candidates must perform the following functions with or without reasonable accommodations.)

• Review Personnel Requests (PRs) in SCOPES for transfers, promotions, separations, and classification changes.

• Develop, prepare, and review job opportunity bulletins (JOB) vacancies within the Bureau for proper format, accurate information, and completeness, adhering to the guidelines established by Equal Employment Office (EEO) and Human Resource Office (HR).

• Conduct employment eligibility checks with the HR Analyst and explain candidates’ eligibility regarding lateral transfer and list eligibility to the hiring manager/supervisor.

• Coordinate and process all necessary required paperwork for new hires. 

• T ake security badge photos of new hires and submit to IT along with desk and computer access information for setting up new hires.

• Analyze policies and procedures related to personnel and organizational issues such as position control, classification, and staffing allocations.

• Examine internal and external policies and rules related to personnel issues, record and update revised procedures as required.

• Participate in special projects relative to improving the Bureau’s policies and practices.

• Participate in analytical studies of the Disbursements organizational structure.

• Identify alternatives and necessary actions to support reorganizations and the addition of new programs including new positions, reclassifications of existing positions and staffing reductions.

• Provide training, guidance, consultation and recommendations to supervisors and managers on policies related to personnel issues, including new hires, classification changes, and promotional employee actions.

This position is located at The Park, a quaint and historical campus environment two blocks from McKinley Park, in the heart of residential East Sacramento. Easily accessible from US 50 and I-80, The Park offers free parking, quick walks to local restaurant favorites, and countless lunchtime strolling opportunities through the quiet East Sacramento neighborhood. 

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. 

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience with attendance/time reporting and human resources related work;

• Experience utilizing the Exam and Cert Online System (ECOS);

• Ability to handle and maintain confidential and sensitive information;

• Demonstrate experience analyzing and interpreting laws, rules, and regulations;

• Excellent analytical/organizational abilities with attention to detail;

• Ability to analyze problems and develop effective courses of action to solve them;

• Ability and willingness to work under time constraints and workload pressures to meet pertinent deadlines;

• Proficient in using Microsoft Word and Excel, and experience with PowerPoint, and SharePoint;

• Excellent verbal and written communication skills to work cooperatively with diverse stakeholders including all levels of staff and Human Resources staff;

• Ability to work independently and in a team environment;

• Reason logically and creatively to resolve issues and recommend alternative solutions;
