Introduction & Background
The 437th Airlift Wing at Joint Base Charleston executes some of the most demanding missions in the U.S. Air Force, including global rapid airlift operations, long-duration flights up to 36 hours, lowaltitude NVG ingress, and highaltitude personnel delivery above 25,000 feet. These missions place significant physical stress on mobility aircrew, especially on the musculoskeletal (MSK) system. Aircrew historically relied on personal strategies to manage physical strain, often resulting in detrimental health effects. Modern operational demands now require a deliberate, sciencebased human performance approach to enhance physical durability, reduce injury risk, and sustain warfighting readiness.

Purpose & Overall Objective
The CSCS supports the Human Performance Team (HPT) by delivering injurypreventionfocused strength and conditioning services to mobility aircrew. The objective is to strengthen the MSK system, reduce neck/back injury prevalence, enhance physical readiness for demanding warfighting tasks, and improve overall quality of life for aircrew.

Position Overview
The Certified Strength & Conditioning Specialist (CSCS) serves as a subject matter expert in physical performance, injury prevention, and musculoskeletal conditioning. The CSCS evaluates aircrew, develops individualized training programs, advises leadership, and collaborates with interdisciplinary human performance professionals to optimize aircrew physical readiness.

Place of Performance
Joint Base Charleston, South Carolina Work will be performed at a building/office designated by the Contracting Officer Representative (COR). Alternate work locations are not authorized unless formally approved; telework is not permitted.

Duty Hours & Schedule

• Normal Duty Hours: 0730-1630, Monday-Friday.
• Flexibility: Duty hours may shift up to one hour earlier or later when missiondictated and preapproved by the COR.
• Permanent schedule changes: Require Contracting Officer (CO) approval.
• Federal Holidays: Observed in accordance with Joint Base Charleston holiday schedule.
• Travel: May be required; all travel must follow BTAR submission and approval procedures.

Required Qualifications
Education

• Bachelor's degree in Human Performance, Kinesiology, Exercise Science , or a closely related field.

Experience

• Minimum 2+ years fulltime experience as a Strength & Conditioning Specialist in:
  • Collegiate (or higher) athletics
  • Professional athletics
  • Tactical athletics
  • Aerospace, test pilot, astronaut, or similar highperformance manmachine environments

Certifications

• NSCA Certified Strength and Conditioning Specialist (CSCS) OR
• CSCCa Strength and Conditioning Coach Certified (SCCC)
• Current CPR/AED certification (basic cardiopulmonary resuscitation + automated external defibrillator).

Security Clearance

• Favorable Tier 3 (T3) investigation required for access to Secret information via briefings.
• May begin unclassified duties with initiated T3 and written COR approval.

Primary Duties & Responsibilities
Core Responsibilities

• Provide injurypreventionfocused strength and conditioning services to mobility aircrew.
• Enhance MSK resilience to support physically demanding warfighting tasks.
• Improve aircrew quality of life through targeted conditioning and education.

Tasks & Subtasks
1. InProcessing & Initial Assessments

• Complete all inprocessing requirements and jobspecific training (including simulations and handson activities).
• Conduct inprocessing assessments for newly assigned aircrew.

2. Performance Evaluations & Individualized Programs (IP)

• Conduct initial MSK evaluations and performance assessments.
• Develop individualized training programs focused on:
  • Neck conditioning
  • Back conditioning
  • Injury risk reduction
• Track progress through followup assessments.

3. Program Implementation & Oversight

• Guide implementation of individualized programs aligned with:
  • Human performance objectives
  • Injury prevention strategies
  • Aircrew healthcare plans
• Maintain proficiency in all prescribed exercises to provide handson demonstrations.

4. Advisory & Leadership Support

• Serve as a human performance advisor to unit commanders.
• Provide recommendations on:
  • Injury prevention
  • Program improvements
  • SOPs
  • Fitness protocols
• Attend unit and MTF meetings as required.

5. Research, Monitoring & Program Development

• Monitor new developments in:
  • Injury prevention
  • Strength & conditioning
  • Rehabilitation techniques
• Recommend updates to:
  • Equipment
  • Exercise regimens
  • Best practices
• Maintain safe training environments and report safety concerns.

6. Communication & Coordination

• Maintain open communication with aircrew and leadership.
• Coordinate with medical personnel regarding:
  • Injury risks
  • Dutylimiting conditions
  • Referrals to MTF when necessary.

7. Documentation & Reporting

• Document all aircrew assessments, encounters, and performance data within 3 business days .
• Contribute required data to:
  • Human Performance Measures of Effectiveness Report (HPMER)
  • Monthly data reports
• Develop individualized training programs upon request.

Position Deliverables

• HPMER: Due by the 5th day of each month.
• Individualized Training Programs: Delivered to mobility aircrew as requested.

Additional Requirements

• Maintain all professional credentials and certifications.
• Collaborate with interdisciplinary HPT members to ensure holistic human performance optimization.
• Support continuity folder development and updates as required.
