Resource Analyst Coordinator (Regulatory Compliance)

Grade 22: Salary Starts at $89,669.00. Rate of pay depends on qualifications. Job Summary The Resource Analyst Coordinator is responsible for directing the work and activities related to data management, research, modeling and statistical analysis performed by Resource Analysts. The incumbent will also be responsible for independent assignments, which may involve planning, design, testing, implementation, and maintenance of decision-support systems. Essential Functions Oversees department personnel that identify system, application, and/or analytical requirements; defines project scope and deliverables; develops project specifications; and complete assessment; and develop recommendations. Manages statistical and graphical data analysis to address system needs, support decision-making, and provide interpretation of data to be included in various regulatory reports. Evaluates, recommends and develops application tools, programs, database specifications and structures; executes application testing; researches, evaluates and recommends alternative solutions; directs implementation and evaluates newly developed applications and processes. Oversees and supports departments and management by performing root‑cause analysis and developing a hypothesis for improvement. Manages a variety of data sets; audits and tests data for validity, redundancy, and integrity; establishes security protocols and privileges; monitors and performs maintenance; and develops enhancements, when necessary. Develops, reviews, and negotiates contract scopes and manages contract services. Develops metrics to analyze trends and provides recommendations aimed at facilitating the decision‑making process and improving the Business Unit's overall efficiency. Forecasts, allocates, and monitors the human, physical, and financial resources for the assigned area. Supervises, selects, evaluates, develops and trains personnel. Performs other duties as assigned. Decision Making The Resource Coordinator works under limited supervision and is responsible for the supervision of assigned staff. Minimum Requirements Bachelor's Degree in Environmental Science, Natural Resources, Urban Planning, Engineering, Management Information Systems, or a related field from an institution accredited by a recognized accrediting agency. Six years' experience in conducting program analyses and modeling, coordinating the preparation of highly technical reports and presentations, conducting research, performing database design and data management for environmental monitoring and modeling to include surcharge, compliance, data structure, and industrial users. Three years of experience in a lead or supervisory capacity. Preferred Requirements Master's Degree in Environmental Science, Natural Resources, Urban Planning, Engineering, Management Information Systems, Business Administration, Public Administration, or a related field from an institution accredited by a recognized accrediting agency. Registered Environmental Manager. State water/wastewater license if work assignments involve water production or treatment process control. Job Dimensions Significant contact with internal and external customers, consultants, vendors and government agencies. Skill in application development using appropriate data management software (spreadsheets and databases), geographic information systems software and digital mapping techniques, project planning, graphic design and presentation software, and internet tools. Ability to communicate effectively, verbally and in writing. Ability to both supervise others and work in an individual self‑directed environment. Ability to balance responsibilities for multiple projects to ensure timely results in accordance with system quality standards. Ability to facilitate interdepartmental teamwork. Ability to establish and maintain effective working relationships. Ability to prepare and deliver presentations to executive management, the general public and/or governmental and community agencies.
