Program Analyst

Overview KFS, LLC is seeking a Program Analyst to provide onsite support to a National Environmental Policy Act (NEPA) program and its customer. The Program Analyst will support communication, coordination, documentation, scheduling, and administrative management activities across multiple environmental compliance and NEPA projects. This person will serve as a primary communication and coordination link between the customer, KFS project leadership, technical personnel, and other project stakeholders. The successful candidate must be highly organized, responsive, professional, and capable of communicating complex project information clearly and accurately. This position requires regular interaction with customer leadership and project personnel and is intended to improve information flow, track project actions, and support the timely execution of program requirements. Job duties include, but are not limited to:
- Serve as an onsite point of contact supporting routine communication and coordination between the customer, KFS project leadership, NEPA project managers, technical specialists, and other stakeholders.
- Maintain consistent and professional communication with the customer regarding project status, upcoming milestones, action items, risks, decisions, and required support.
- Prepare clear and concise verbal and written project updates, executive summaries, briefing materials, memoranda, correspondence, meeting minutes, and status reports.
- Coordinate meetings, technical reviews, project discussions, and recurring program-management activities.
- Develop meeting agendas, distribute supporting materials, document decisions and action items, and follow up with responsible parties to support timely completion.
- Track project schedules, deliverables, review periods, customer comments, contractual requirements, and other program milestones.
- Maintain action-item trackers, decision logs, risk registers, deliverable matrices, correspondence logs, and other program-management tools.
- Identify communication gaps, scheduling conflicts, unresolved action items, and potential project delays and elevate them to the appropriate project or customer leadership.
- Support the coordination and routing of Environmental Assessments, Environmental Impact Statements, Records of Environmental Consideration, technical studies, correspondence, and other NEPA-related documents.
- Coordinate the collection, consolidation, and resolution of customer, stakeholder, and technical-review comments.
- Assist project managers with monitoring project performance, workload, priorities, deadlines, and resource requirements.
- Support the preparation and maintenance of project schedules, work plans, organizational charts, contact lists, standard operating procedures, and communication plans.
- Organize and maintain electronic project files, administrative records, meeting documentation, technical references, and other program information.
- Support document-control activities, including file naming, version control, review tracking, comment reconciliation, and final-document distribution.
- Assist with the preparation of customer briefings, internal management reviews, program reports, and responses to requests for information.
- Coordinate with multidisciplinary environmental professionals, including NEPA specialists, cultural resources specialists, natural resources specialists, planners, engineers, and other technical personnel.
- Communicate customer priorities, expectations, decisions, and requested actions to the appropriate members of the project team.
- Exercise sound judgment and professionalism when handling sensitive, time-critical, or customer-specific information.
- Develop and maintain positive working relationships with customer personnel, project teams, subcontractors, regulatory personnel, and other stakeholders.
- Regular verbal and written updates regarding project and program status will be a primary aspect of coordinating all assigned tasks.
- Perform duties onsite at the customer's location in accordance with established work schedules, security requirements, and customer policies.
- Travel, including potential overnight travel, may be required based on project and customer needs.
- Must have a Secret security clearance.
- Bachelor's degree in business administration, communications, public administration, environmental studies, project management, or a related field.
- Minimum of 3 years of experience in program analysis, project coordination, project administration, customer support, or a related professional role.
- Exceptional written and verbal communication skills, including the ability to communicate clearly and professionally with customers, senior leadership, technical personnel, and project stakeholders.
- Demonstrated experience preparing project status reports, executive summaries, meeting minutes, briefing materials, correspondence, presentations, and other professional communications.
- Strong organizational and time-management skills, with the ability to manage multiple projects, priorities, deadlines, meetings, and action items simultaneously.
- Experience coordinating meetings, developing agendas, documenting decisions, tracking action items, and following up with responsible parties.
- Demonstrated ability to collect, organize, analyze, and communicate project and program information accurately.
- Experience maintaining project schedules, deliverable trackers, action-item logs, decision logs, risk registers, correspondence logs, or similar program-management tools.
- Ability to identify communication gaps, unresolved issues, scheduling conflicts, and potential project risks and elevate them appropriately.
- Strong attention to detail and demonstrated ability to maintain accurate, complete, and organized project documentation.
- Ability to work effectively in a customer-facing environment and maintain positive, professional relationships with government personnel, project managers, technical specialists, subcontractors, and other stakeholders.
- Ability to communicate technical and programmatic information in a clear and concise manner for both technical and nontechnical audiences.
- Ability to exercise sound judgment, discretion, diplomacy, and professionalism when handling sensitive or time-critical information.
- Ability to work independently with limited supervision while remaining responsive to customer and project-team requirements.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
- Experience with Microsoft SharePoint, project-management software, document-management systems, collaboration platforms, or data-tracking tools is preferred.
- Familiarity with NEPA, environmental compliance, federal programs, or Department of Defense projects is preferred but not required.
- Previous experience supporting a federal government customer or working in an onsite contractor-support environment is strongly preferred.
- Must be able to work onsite at the customer's location during established business hours.
- Must be able to obtain and maintain access to Department of Defense installations, systems, and facilities, as required.
- Must be authorized to work in the United States.
- A valid driver's license and the ability to travel, including potential overnight travel, may be required.
