SAFETY MANAGER
Scope of Responsibilities
Position Summary
The Safety Manager is responsible for supporting the organization's Occupational Health, Safety, and Environmental (HSE) Management System through the implementation, administration, monitoring, and continuous improvement of safety programs, policies, procedures, and regulatory compliance initiatives. The Safety Manager serves as a field and operational resource to management, supervisors, foremen, and employees to reduce workplace injuries, illnesses, property damage, environmental incidents, and regulatory exposure while promoting a positive safety culture.
The Safety Manager reports to the Director of Safety, Corporate Safety Manager, Operations Manager, or designated executive leadership and exercises no direct authority over production operations except when imminent danger conditions exist.
Essential Responsibilities
1. Regulatory Compliance
• Assist in ensuring compliance with applicable federal, state, and local safety regulations.
• Monitor compliance with OSHA 29 CFR 1926 Construction Standards.
• Monitor compliance with OSHA 29 CFR 1910 General Industry Standards where applicable.
• Stay informed of changes in regulatory requirements and industry best practices.
• Assist management with regulatory inspections, citations, corrective actions, and compliance documentation.
• Maintain current knowledge of industry consensus standards and customer requirements.

2. Hazard Identification and Risk Management
• Conduct and document workplace inspections.
• Perform hazard assessments and risk evaluations.
• Participate in Pre-Task Planning (PTP) reviews.
• Assist supervisors with Job Hazard Analyses (JHA).
• Identify unsafe conditions and unsafe behaviors.
• Develop and track corrective and preventive actions.
• Verify corrective actions are implemented and effective.
• Escalate significant risks to management.

3. Incident Prevention and Investigation
• Participate in investigations of:
o Injuries and illnesses

• Assist in determining root causes and contributing factors.
• Develop corrective and preventive actions.
• Track closure of corrective actions.
• Maintain investigation records and reports.
• Analyze incident trends and recommend improvements.
4. Safety Training and Competency Development
• Coordinate and conduct employee safety training programs.
• Verify employee qualifications and certifications.
• Assist supervisors in delivering task-specific training.
• Conduct new hire orientations.
• Support ongoing workforce development initiatives.

7. Field Safety Support
Provide daily support to project teams and operations personnel.

The Safety Manager acts as a resource and advisor while fostering positive working relationships with field personnel.
8. Emergency Preparedness and Response
Assist with emergency planning and response activities.

9. Contractor and Subcontractor Safety Oversight
• Monitor subcontractor compliance with project safety requirements.
• Participate in contractor prequalification reviews.
• Review subcontractor safety documentation.
• Conduct safety observations and inspections.
• Assist with corrective action enforcement.
10. Safety Metrics and Reporting
Maintain and analyze safety performance data.

Ensure records are maintained in accordance with company policies and regulatory requirements.
12. Employee Engagement and Safety Culture
Support development of a positive safety culture through:

Promote employee participation in hazard identification and continuous improvement efforts.
Authority
The Safety Manager is authorized to:
• Identify and document hazards.
• Recommend corrective actions.
• Conduct inspections and audits.
• Stop work when an imminent danger condition exists.
• Recommend disciplinary action for safety violations.
• Require corrective measures necessary to achieve regulatory and company compliance.

Professional Certifications and Credentials
The Safety Manager should actively pursue and maintain professional certifications that demonstrate competency in occupational health and safety management, regulatory compliance, risk assessment, and construction safety leadership.
Preferred Certifications
Board of Certified Safety Professionals (BCSP)
The following BCSP certifications are strongly preferred and may be required based on organizational needs:
• ASP - Associate Safety Professional
o Demonstrates foundational knowledge of safety management principles, hazard recognition, risk assessment, and regulatory compliance.
o Serves as a pathway toward Certified Safety Professional (CSP) certification.
• CHST - Construction Health and Safety Technician
o Demonstrates competency in construction safety management, field safety oversight, hazard recognition, and regulatory compliance within construction environments.
• SMP - Safety Management Professional
o Demonstrates expertise in safety program administration, leadership, performance measurement, employee engagement, and organizational safety management systems.
• CSP - Certified Safety Professional
o Recognized as the premier professional certification in occupational safety and health.
o Demonstrates advanced competency in risk management, safety leadership, incident prevention, regulatory compliance, and safety management systems.

The Safety Manager shall maintain professional competency through:
• Ongoing continuing education and professional development.

• Maintenance of BCSP certification requirements and recertification credits.
• Regular review of OSHA, ANSI, ASSP, ISO, and industry best practices.
• Active involvement in construction and occupational safety professional associations.
