Grade: P-4 Salary annually Step I: 86,027.00 USD Post Adjustment 46,970.74 USD Contractual Agreement: Staff - Professional Primary Location: Washington, D.C. Description of Duties Advisor, Evaluation (P4) – Drive evidence‑based decision‑making and strengthen organizational performance across PAHO. Provide strategic leadership to advance evaluation practices, foster learning, and enhance accountability. Responsibilities Lead development and implementation of evaluation policies, guidelines, and workplans aligned with organizational priorities and governing bodies’ decisions. Provide expert guidance on the design, execution, and reporting of evaluation activities, ensuring adherence to international standards and methodologies. Integrate evaluation into planning, budgeting, and performance monitoring processes to strengthen Results‑Based Management. Develop and implement systems, tools, and frameworks to enhance evaluation quality, track recommendations, and ensure follow‑up on findings. Promote organizational learning through capacity‑building initiatives, knowledge management, and dissemination of lessons learned. Foster collaboration with internal and external partners, including WHO and international evaluation networks, and provide leadership and support to teams across the Organization. Qualifications Bachelor’s degree in evaluation methods and management, health, or social science, and a master’s degree in business administration, management, or a related discipline from a recognized institution. At least nine years of progressively responsible experience in the field of evaluation at national or international levels, including consulting or managing projects related to organizational performance, budgeting, and business process review. At least two years of corporate‑level experience. Fluency in English or Spanish with working knowledge of the other language. Advanced proficiency in standard IT tools (Excel, Word, PowerPoint, Outlook, Teams, OneDrive, SharePoint) and demonstrated ability to leverage ERP systems and emerging technologies, including AI, in evaluation. Competencies & Skills Expertise in quantitative and qualitative evaluation methodologies and results‑based management frameworks. Advanced analytical and strategic thinking skills with ability to provide actionable recommendations. Design and implementation of monitoring, evaluation, and reporting systems. Excellent written and verbal communication; ability to produce clear reports and engage senior stakeholders. Proven leadership and team‑management capabilities with experience coordinating multidisciplinary teams. Strong partnership‑building skills and ability to collaborate with international organizations and professional networks. Capacity to manage multiple priorities, deliver results under pressure, and work independently with high responsibility. Contract One‑year post of limited duration.
