About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the "general supervision of the state educational institutions and public school system." State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board's policies, programs, and initiatives.

Summary: The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the State Board of Education (Board) and implementing the Board's policies and initiatives. The Board's Education Data and Information Technology (EDIT) team collaboratively supports the systems, agencies, and program groups that support Idaho's K-20 public education system. Software Engineer III's provide leadership in the design, evaluation, implementation, and maintenance of proprietary web applications and data systems that are key components of Idaho's education data management system. This incumbent provides project leadership and technical guidance in programming and analysis and performs related work.

Responsibilities:

• Develops code to add functionality to new or existing web applications, libraries, web API's and NT services, which include but are not limited to:
• Updating and debugging .Net web applications that interface with the state's education longitudinal data system
• Creating new .Net web applications that interface with state's education longitudinal data system
• Querying and reporting on data inside the state's education longitudinal data system
• Collaboratively work as member of project team with project manager(s), subject matter experts, and additional stakeholders
• Gather, interpret, and prioritize project requirements
• Design and develop creative and efficient solutions for a wide variety of complex business problems
• Analyze, design, develop, document, test and maintain web applications and services
• Participate in security and code reviews
• Troubleshoot problems with applications, finding and implementing fixes or new solutions
• Expeditiously respond to emails, phone calls, and tickets
• Track open issues, resolve, and escalate as necessary
• Ensure that customer issues are resolved in a satisfactory manner

Supervisory Responsibilities:

• None; may provide technical guidance or mentoring to peers or junior staff.

Working Conditions:

• Office, which could include travel between office spaces or buildings, depending on where employees are physically located.
• Primarily a day shift (8:00 AM - 5:00 PM, Monday through Friday), however some weekend or after-hours support may be required.
• This position is located in Boise, Idaho, and requires residency in Idaho. If relocating to Idaho, the Idaho State Board of Education may offer financial assistance toward the cost of relocation. The agency does not sponsor anyone with a work visa.

Minimum Qualifications:

• Considerable knowledge of:
• Data architecture, software architecture, common software design patterns, development and testing practices
• Programming languages and software development tool suites.
• Experience:
• Creating, interpreting and documenting user requirement
• Analyzing development solutions to show costs and benefits
• Coding, testing and deploying production systems
• Establishing and defining architecture and development standards.

Preferred Qualifications:

• 3+ years of software development experience
• Experience with:
• C#
• ASP.Net MVC
• .Net Core
• MS SQL/T-SQL
• Javascript/JQuery
• JSON/XML
• Kendo UI and Bootstrap
• Version control solutions such as Git, TFS, etc.
• Developing and interfacing with web services
• Developing data visualization solutions
• Developing reports using solutions such as Telerik Reporting or SSRS
• Identity/Access management for secure access to applications and data
• Education data and programs

Special Notification: This position is exempt from the rules of classified service under the provisions of Section 67-5303, Idaho Code. This position is educational IT exempt from overtime. The successful applicant will be required to pass a background check.

The State Board of Education requires participation in the Idaho Optional Retirement Plan (ORP) for benefited and non-classified staff who do not have previous credited service with PERSI. The Idaho ORP is a defined contribution plan (401(a)) where both the employer and employee make contributions to the individual employee's account. Employees are immediately vested when enrolled in the ORP. The record keeper for the ORP is Fidelity Investments, and the ORP plan is administered by the State Board of Education.
