Human Resources Business Partner

The Human Resources Business Partner serves as a key member of the Human Resources and Organizational Development team and is responsible for administering talent acquisition, employee onboarding, temporary employment administration, and faculty contract management functions. The position provides comprehensive human resources support to academic and administrative departments while ensuring compliance with University policies, regulatory requirements, and human resources best practices. The incumbent partners with hiring managers, department chairs, deans, and administrative leaders to support recruitment and employment initiatives that advance the University’s strategic workforce objectives. The Human Resources Business Partner serves as the primary point of contact for employment processes from recruitment through onboarding and appointment administration. This position exercises independent judgment in coordinating recruitment activities, processing employment actions, administering faculty contracts, and providing guidance regarding employment procedures. The Human Resources Business Partner contributes to institutional effectiveness through efficient service delivery, compliance monitoring, and continuous improvement of human resources processes. The position supports the University’s mission by ensuring that highly qualified employees are attracted, hired, onboarded, and retained while maintaining exceptional customer service and fostering collaborative relationships across the institution. Required Qualifications Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, Organizational Development, Higher Education Administration, or an equivalent combination of education and experience. Minimum of three (3) years of progressively responsible professional human resources experience. Experience in recruitment, talent acquisition, onboarding, or employment administration. Experience administering personnel transactions and employee records. Preferred Qualifications Master’s degree in Human Resources, Business Administration, Public Administration, Higher Education Administration, or a related discipline. Experience in higher education human resources. Experience administering faculty appointments and academic employment contracts. Experience with NeoGov or similar enterprise systems. Partner with hiring managers to develop recruitment strategies and workforce planning initiatives. Prepare and post position announcements and recruitment advertisements. Screen applications and coordinate interview processes. Facilitate candidate communications, reference checks, and selection activities. Coordinate pre-employment requirements including background screenings and employment eligibility verification. Maintain recruitment records and applicant tracking data. Generate recruitment reports and hiring metrics. Functional Area 2: Employee Onboarding and Orientation Coordinate onboarding activities for newly hired employees. Facilitate new employee orientation programs and onboarding sessions. Ensure completion of employment documentation and institutional onboarding requirements. Coordinate access to University systems, resources, and services. Serve as a resource to new employees regarding policies, procedures, and employment practices. Monitor onboarding effectiveness and recommend improvements. Partner with supervisors to support employee transition and integration into the University. Functional Area 3: Faculty and Temporary Contract Administration Prepare, process, and track faculty employment contracts, appointment letters, and related personnel actions. Coordinate faculty contract renewals, modifications, and reappointment processes. Maintain records for adjunct, visiting, temporary, and full-time faculty appointments. Administer temporary employment transactions and appointment requests. Monitor temporary employee assignments and contract expiration dates. Ensure employment actions are completed accurately and within established timelines. Collaborate with Academic Affairs, deans, department chairs, and administrative leaders regarding employment actions. Functional Area 4: Compliance, Reporting, and HR Partnership Ensure compliance with federal, territorial, and University employment regulations and policies. Maintain confidential personnel records and employment data. Assist with audits, accreditation reviews, and compliance reporting. Provide guidance to departments regarding employment procedures and staffing practices. Prepare reports related to recruitment, onboarding, faculty appointments, and temporary employment activities. Recommend process improvements designed to enhance operational efficiency and customer service. Support workforce planning, organizational development, and institutional initiatives.
