Essential Functions 35% Performs advanced financial, budgetary, and statistical analysis utilizing Maricopa Planning & Budget (MPB), Financial Management System (FMS), Student Information System (SIS), Human Capital Management (HCM), and other enterprise financial systems. Develops and analyzes complex financial reports, budget projections, and statistical data; monitors expenditures and revenues; reconciles financial information; identifies trends and discrepancies; recommends corrective actions and process improvements; and provides data-driven recommendations that support fiscal planning, operational decision-making, and institutional goals. Serves as a subject matter expert for financial systems, reporting, and fiscal processes. 30% Provides advanced consultation, interpretation, and guidance to college and district departments regarding procurement, purchasing, budgeting, cashiering, contracts, and financial operations. Reviews and approves requisitions and purchase orders; ensures compliance with applicable federal, state, district, and college laws, regulations, Administrative Regulations, and procurement procedures; collaborates with vendors, suppliers, legal counsel, and internal stakeholders to facilitate contract development, execution, and compliance; researches and resolves complex fiscal and procurement issues; develops and delivers training on financial systems, procurement practices, and fiscal policies; and leads initiatives that improve operational effectiveness, compliance, and customer service. 20% Prepares, analyzes, and maintains complex financial, procurement, narrative, and statistical reports, databases, and supporting documentation. Reviews and prepares journal entries and accounting adjustments to resolve discrepancies; evaluates financial transactions for accuracy and compliance; conducts financial research and analysis; develops reports and presentations for management; recommends improvements to business processes and internal controls; supports internal audits; and contributes to strategic initiatives that promote innovation, accountability, and continuous improvement within Business Services. 10% Coordinates cash management activities and cashiering operations, ensuring compliance with established fiscal policies, procedures, and internal controls. Interprets and applies applicable laws, regulations, and Administrative Regulations; performs compliance reviews; researches and resolves complex financial issues and escalated customer concerns; provides professional consultation to internal stakeholders; and monitors financial activities to ensure fiscal accountability and sound stewardship of college resources. 5% Leads or participates in strategic initiatives, cross-functional projects, financial system enhancements, process improvement efforts, committee assignments, and other related duties as assigned. Coordinates project activities, provides guidance and training to staff, and contributes to departmental planning and continuous improvement efforts. And other duties as assigned. Minimum Qualifications Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration or directly related field and four (4) years of experience providing advanced professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment. OR An equivalent combination of education and/or directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered. Special Requirements Licenses, Registrations, or Certifications: None. Preferred: Chartered Financial Analyst (CFA) Certification; or Certified Public Accountant Certification. For Payroll assignment, a Certified Payroll Professional Certification Desired Qualifications
- Three (3) or more years of progressively responsible experience in financial analysis, budgeting, accounting, forecasting, and statistical analysis, including experience analyzing complex financial data, developing budget projections, identifying trends and variances, and providing recommendations to support fiscal and operational decision-making.
- Three (3) or more years of experience providing fiscal consultation and guidance to departments, management, or organizational stakeholders regarding budgeting, procurement, purchasing, contracts, financial operations, and regulatory compliance, including independently researching and resolving complex or non-routine fiscal issues.
- Three (3) or more years of experience using enterprise financial, budget, accounting, or administrative systems to develop complex reports, reconcile financial information, analyze transactions, prepare accounting adjustments, evaluate internal controls, and identify opportunities for process and operational improvements.
- Two (2) or more years of experience providing leadership, training, or project coordination in a financial or business-services environment, including serving as a subject matter expert, interpreting policies and regulations, leading cross-functional initiatives, and communicating complex financial information to management and diverse stakeholders.
- One year of full-time relevant MCCCD experience during the previous two years.
