Public Health Nurse (Child Health)

The Public Health Nurse, under general supervision, provides advanced level of primary and preventive professional nursing work to individuals and families served by Union County Public Health Department programs. The role requires independent demonstration and implementation of professional nursing techniques and counseling for health promotion, disease prevention, and protection of public health. The nurse leads a sub‑group within larger projects, serves as lead nurse in designated programs, assists with data collection, and performs clinic assignments, home visits, and community outreach. Essential Functions Serve as a back‑up nurse in assigned program. Make short‑range plans and adjust to meet program and client needs. Take lead role in coordinating and planning referrals and resources for clients. Provide community outreach, functioning independently outside the department. Work with program lead on program development and community partnerships. Take active role in quality assurance and quality improvement activities. Co‑coordinate and/or oversee specific operations related to preparedness response drills and activities, including disaster sheltering. Obtain client assessment, including family, medical, interval, nutritional, psychosocial history, health literacy, and current status. Perform testing and procedural processes per program requirements. Manage sub‑group programs such as Newborn Screens, Lead, and others as assigned. Assess clients’ needs for services and/or follow‑up based on department standing orders, policies and procedures. Adapt Public Health Nursing care to individuals, families and groups based on cultural needs and differences. Communicate with clients mindful of cultural considerations. Dispense medications according to the North Carolina Pharmacy Act and dispensing rules. Administer vaccines per department standing orders, policy and procedures. Maintain medical records per EHR policy. Follow all departmental policies and procedures. Participate in community outreach events and strategic planning. Participate in Union County Public Health Department emergency response activities as needed. Follow OSHA and HIPAA policy, standards and guidelines. Comply with the North Carolina Nurse Practice Act. Perform other related duties as assigned. Position Specific Functions – Child Health Complete orientation and assume program lead for one or more of the following programs: Lead, Sickle Cell, Abnormal Newborn Screenings, Records and Referral, SIDS, Foster Child Care Coordination, and/or Immunization Benchmark. Qualifications Graduation from a school of professional nursing and one (1) year of full‑time work experience as a registered nurse. Licensed to practice as a registered nurse in North Carolina by the North Carolina Board of Nursing. Valid Driver’s License and safe driving history as defined by the Union County Vehicle Use Policy. Basic Life Support – CPR. Completion of North Carolina Credentialed Public Health course within eighteen (18) months for those without a BSN with Public Health Nursing rotation. Completion of expanded role specialty didactic and on‑the‑job supervision phase if applicable. Completion of the NC CCHC Training Course within the first year of employment if applicable. Within thirty (30) days of employment provide immunization records, proof of immunity, or commence required vaccination series as required by Union County Division of Public Health policy. May be subject to a fingerprint background check for child‑care work per NC General Statute 153A‑94.2(b).
