Assists in organizing and producing budget reports as needed and makes recommendations for budget planning activities. This position works with limited supervision, using independent judgement, as well as the ability to review and analyze detailed budgets and financial reports to assist with organizational operations.Your specific responsibilities include:Working closely with Level 4 program managers and Senior Leaders to prepare the DOH-Hillsborough Approved Operating Budget.Updating program budgets as needed upon request from Program Managers to meet funding and program needs.Working with fiscal office to adjust salary and expense charges to align with program budgets as needed.Monitoring the OCA Cash Balance report in FIRS, ensuring balances are accurate and that they balance at zero at end of grant/fiscal year.Ensuring spending plan is updated in FIRS each quarter and reviewed by local Health Officer by the State deadline.Completing rate reconciliation tasks each month.Responsible for updating the Payroll Reallocation System in FIRS, reviewing employee EAR/DAR Report biweekly, or as needed.Working with Financial Administrator to prepare and submit the annual Core Contract between the State of Florida and the Hillsborough County Board of County Commissioners.Assisting Fiscal Office with the quarterly update to the Collocated Cost Matrix, as needed.Required knowledge, skills, and abilities include:Knowledge of accounting and auditing principles and proceduresKnowledge of basic mathematicsProficient in Excel spreadsheets and reportsAbility to perform technical and fiscal analyses of budget requestsAbility to develop and recommend budgetary revisionsAbility to review, analyze, and evaluate financial dataAbility to understand and apply laws, rules, regulations, policies, and proceduresAbility to utilize problem-solving techniquesAbility to prepare various reportsAbility to plan, organize, and coordinate work assignmentsAbility to communicate effectivelyAbility to establish and maintain effective working relationships with othersExcellent customer service skills and ability to communicate with multiple levels in an organizationQualifications include:Minimum: 2 years' experience reviewing and analyzing budget for a local health department.2 years' experience creating budget or financial reports for leadership and management review.2 years' experience working with budget managers to monitor grant spending.Experience working with the Florida Department of Health Financial and Information Reporting System (FIRS).Preferred: 3 years' experience working with the Florida Department of Health Financial and Information Reporting System (FIRS).3 years' experience working with the Florida Department of Health Financial Information System.The benefits of working for the State of Florida include annual and sick leave benefits, nine paid holidays and one personal holiday each year, state group insurance coverage options, retirement plan options, flexible spending accounts, tuition waivers, and more!
