The primary purpose of this position is to serve as senior analyst and advisor providing planning, directing, and organizing work assigned to the AFIT Manpower, Personnel and Services Directorate, Military Personnel Division.

Duties

Help

Actively participates in developing AFIT and Air University policy, guidance, and instructions to improve organizational direction and focus using strategic planning tools and techniques.

Applying Air Force military manpower and personnel experience, advises on human resource activities of the Military Personnel Division, and Unit Training Management, ensuring that all related functions comply with legal and regulatory requirements and meet customer needs.

Documents and reviews personnel and educational policy and programming decisions/recommendations in appropriate formats to meet Air University and AETC requirements.

Serves as AFIT's principal military manpower advisor to AFIT senior leadership. Continually anticipates, identifies, and refines emerging Institute military manpower requirements within the changing military human resource environment.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience may include analyst and advisor in personnel policy, manpower, and workforce planning, advising senior officials on complex HR and resource issues affecting global education missions. Develops practical policy solutions, aligns limited resources to mission needs, and delivers clear, data-driven recommendations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of analytical and evaluative methods to accomplish long-range strategic planning for military personnel human resources and provide definitive input on proposed legislative and regulatory changes.
  2. Knowledge of USAF, AETC, AU, AFIT and base organizations, programs, missions, and functions to analyze and determine resource management plans, programs, and initiatives to support customers' current and future requirements.
  3. Knowledge of safety and security regulations, practices, and procedures.
  4. Knowledge of management and organizational principles and practices along with a comprehensive knowledge of military personnel human resource functions, unit training management, and AF academic coding to develop and implement integrated approaches and solutions to significant military resources concerns and issues.
  5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
