Project ManagerThe position is for a highly skilled Project Manager working in a very integrated technical environment, within the SLA ITS. The team integrates multiple technologies, and the consultant will be required to work utilizing HBITS identified high demand tools in technologically advanced environments. The consultant will be requested to manage scope, schedule and budget of complex multi-year ITS projects, guiding multiple entity project teams in multiple projects, and be accountable for requirements gathering, creation of business and technical requirements gathering, creation of business and technical documentation, testing, and deployment planning, risk mitigation strategies, and project status reporting. The consultant will be responsible for managing staff oriented in matrix management techniques, negotiating with senior management on resource allocations and project responsibilities, and delivering project status presentations to executives.Responsibilities:Monitoring ECM systems performance and recommend improvements/changes.Support and administration of the existing DOH ECM infrastructure.Installation and administration of OpenText Intelligent Capture/Captiva software.Design and documentation of proposed document ingestion solutions.Definition of the databases and interfaces to/from OpenText Intelligent Capture/Captiva software.Creation of ingestion processes and associated documentation.Participation in the testing and implementation of solutionsMonitoring of performance and recommend improvements/changesSupport and administration of GroveWare eXFORMA and MobiTask applications and infrastructureRequired:84 months of experience as a Project Manager managing 3-5 simultaneous application development projects that include Commercial Off-the-Shelf (COTS) projects and/or in-house and ensuring vendor delivers expeditious and thorough implementation of version upgrades, installations, configurations, custom development, triage, troubleshooting incidents, and testing, with projects adhering to the Secure System Development Life Cycle development (SSDLC).84 months of experience as a Project Manager managing project execution and control, including creating and maintaining the following: project budgets, project schedules in MS Project, project scope, status reports, communication plans, project management plan, quality standards throughout the project management lifecycle from initiation to closeout84 months of experience in developing and managing formal project schedules in a project tracking tool, such as Microsoft Project, including tracking progress and variances against baselines utilizing both Waterfall, Agile and Hybrid methodologies; using standard PM techniques (e.g., scrum sessions) to update project schedule; and presenting schedule/status updates to both ITS and client agency leaderships.84 months of experience developing, writing, and managing detailed Scope Documents, reviewing project deliverables and managing the deliverables acceptance process and using the project scope and deliverable management process to manage the project change request process.84 months experience with project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT) defect and metrics management, and quality governance84 months of experience managing and leading multi-phased, high visibility projects, and reporting to the highest-level government IT projects in a State or Federal Agency, preferably involving licensing projects36 months of post PMP project management experience implementing business process re-engineering and organizational change management projects.
