Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct-Hire Auth (Domestic DIB, MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at Letterkenny Army Depot, Dir of Emergency Services, law Enforcement Br., performing search and arrest authority, collecting and preserving evidence on criminal cases, and conducting traffic law enforcement.

Duties

Help

• Respond to emergency calls and alarms, assesses probable cause, exercises search and arrest authority, and performs initial lifesaving first aid as a first responder.
• Collect and preserve physical evidence, conduct routine preliminary investigations, and interview witnesses. Prepare case facts under established guidelines and provides clear, truthful testimony in military, federal, or state courts.
• Operate specialized traffic equipment (radar, Lidar, breathalyzer) during patrols, conduct investigative stops, issue citations, executes high-speed pursuits when necessary, and manage traffic control points.
• Protect personnel, tactical military assets, and high-value assets by executing comprehensive Antiterrorism/Force Protection measures to deter and deny unauthorized access, and maintains proficiency through installation AT exercises.
• Operate National Crime Information Center terminals to transcribe data in compliance with regulations. Generate standard police reports, processes fingerprints/DNA samples, and prepare administrative documentation.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent must successfully graduated from the Civilian Police Academy; or successfully graduate within 12 months of hire date; or is a current employee and is considered grandfathered IAW AR 190-56.
• Incumbent must have successfully graduated from the United States Civilian Police Academy; or successfully graduate within 12 months of hire date; or is a current employee and is considered grandfathered IAW AR 190-56.
• Incumbent must successfully pass a pre-employment and recurring medical evaluation.
• Incumbent must successfully pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
• Incumbent must comply with and maintain the requirements of the Individual Reliability Program (IRP).
• This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
• The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
• The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Incumbent is subject to removal from the position if convicted of a felony IAW Sect 639 of P.L. 106-554 eff Jan 20, 2001.
• Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
• Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
• TDY (temporary travel) of occasional % of the time is required.
• Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
• This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-07 grade level: I have one year of specialized experience at the GS-06 grade level which includes performing standard law enforcement duties, including responding to emergency calls, securing incident scenes, and enforcing local, state, or federal laws; conducting preliminary investigations, including interviewing witnesses, collecting and preserving evidence, and apprehending suspects; and preparing detailed law enforcement reports and utilizing law enforcement databases to input and retrieve criminal data.
