Operations Analyst II - 64082356The Florida Department of Health in Hillsborough County is seeking an Operations Analyst II. This position is responsible for overall coordination and implementation of each assigned contracts, independent of the program, including planning, monitoring, and conducting the administrative monitoring (programmatic monitoring is the responsibility of the individual Program/Site Manager), adhering strictly to established grant and State Health Office guidelines. Activities include ensuring management of contracts, quality assurance and compliance reviews; tracking and reporting pertinent data to the State Health Office and appropriate DOH-Hillsborough staff. Implement policies and procedures to ensure standard service delivery including processing and approval of contract invoices, and assistance with community capacity development.Your specific responsibilities include writing and monitoring contracts as needed for the Disease Control Division's programs and services, preparing written contract amendments in consultation with project team including the contract administrator and agency attorney, assisting with writing and monitoring other agency contracts as needed, understanding and operating within the State's FACTS system and other State and Federal databases for contract monitoring and management systems, working closely with Program/Site Level 4 Managers, and Division Senior Leaders, using the Financial Information Reporting System (FIRS), Logi Budget Adjustment Tracker request system, and budget module actively monitoring the Division's Approved Operating Budget, reviewing and making recommendations relating to budget requests submitted by managers and/or Senior Leaders, monitoring the OCA Cash Balance report in FIRS ensuring balances are accurate, verifying and authorizing invoices for payments related to programmatic contracts, ensuring accuracy and completeness of invoice documentation, providing training and follow-up to contracted agencies for completion of timely and accurate invoices, monitoring closely the reimbursement to each contracted provider, preparing, and reviewing spending plans monthly with Program/Site Level 4 Managers, and Division Senior Leaders, attending quarterly budget review meetings, and in preparation identifying significant variances, creating corrective actions to balance over/underspent OCAs and presenting recommendations to Level 4 Managers and Senior Leaders, reviewing all Divisional FIRS reports monthly and submitting unplanned Payroll Reallocation corrections, monitoring OCA award letters and working with Level 4 Managers and Senior Leaders to ensure that adjustments are made to match updated Schedule C revenues.Required knowledge, skills, and abilities include the ability to perform arithmetic calculations (addition, subtraction, multiplication, division), knowledge of methods of compiling, organizing and analyzing data, ability to evaluate service delivery systems for compliance with regulations, ability to review case records, reports and transactions for completeness and compliance with existing policies, procedures and regulations, ability to compile statistics and prepare analytical evaluations and/or reports, ability to plan, organize and coordinate work assignments, ability to establish and maintain effective working relationships with others, ability to communicate effectively, both verbally and in writing and through empathic listening, intermediate computer skills proficiency level with Microsoft 365 applications, and Internet or Internet/Intranet-based systems such as PeopleFirst and Health Management System (HMS).Qualifications include minimum achievement of DOH contract manager certification within 30 days of employment, achievement of Florida Certified Contract Manager (FCCM) designation within 12 months of employment, at least 1 year working knowledge of procurement rules, basic contract law principles, and public-sector financial practices, at least 1 year of professional experience reviewing, drafting, monitoring, or administering contracts, purchase orders, or vendor agreements within a governmental, nonprofit, or regulated environment, intermediate level computer skills and knowledge of Microsoft 365 Excel, and Florida driver's license required.The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state.
