Job Title: Mechanical Project Manager (Semiconductor Weather Hardening)

Onsite Richardson TX

Duration: 4 months.

Project Focus: Infrastructure Resilience, Flood/Wind Mitigation, and Utility Hardening (PCW, CMP, Exhaust, CDA, Vacuum)

Role Objective:

The Mechanical Project Manager will lead the execution of the Mechanical Scope for our end client’s Weather Hardening (WH) program. This role is responsible for transitioning high-level resilience designs into actionable, executable construction packages. You will act as the primary bridge between the end client’s Weather Hardening Design Engineers, the end client’s Facility Owners, and the EPC/Contractors, ensuring that every mechanical component, from sub-fab piping to rooftop exhaust systems is installed to withstand design-basis environmental extremes as defined by end client’s-STD-WH standards.

Key Roles & Responsibilities:

1. Mechanical Scope Definition & Procurement Leadership:

• Technical SOW Development: Translate IFC (Issued for Construction) drawings and enc clients Weather Hardening design packages into detailed, "bullet-proof" Mechanical Scopes of Work for bidding. This includes defining requirements for flood-rated penetrations, wind-load-rated supports, and corrosion-resistant materials.
• Bid Package Management: Lead the technical preparation for procurement bid meetings. Ensure contractors fully grasp the nuances of working in a "live" semiconductor environment during a hardening project (e.g., tie-in constraints, contamination control, and high-risk weather windows).
• Bid Evaluation: Lead the Technical Bid Evaluation (TBE) process, specifically assessing a contractor’s ability to meet end client’s extreme-load requirements and their experience with high-purity or mission-critical utility hardening.

2. Advanced Engineering & Drawing Evaluation:

• Existing Condition Audit: Critically evaluate existing "as-built" drawings and field-verify them against current site conditions. You must identify where existing infrastructure (e.g., legacy PCW lines or unhardened exhaust vents) creates a "weak link" in the new Weather Hardening design.
• Design-to-Field Translation: Act as the technical lead to ensure that design intent (e.g., a new watertight trench seal) is physically possible within the existing sub-fab/facility footprint and recommend modifications if field-verified conditions contradict the design.

3. Construction Administration & Field Management:

• RFI Leadership: Manage the Mechanical RFI process. You will not just "pass messages" but will actively analyze RFIs to determine if they impact end client’s Weather Hardening compliance or project schedule, providing technical direction to the contractor to keep work moving.
• Submittal Excellence: Enforce a rigorous submittal workflow. You must ensure all mechanical submittals (e.g., wind-load calcs, hydrostatic test procedures, flood-barrier certifications) are reviewed for strict adherence to End Client-STD-WH standards before being presented to the  owner for final approval.
• Schedule & Risk Management: Develop and maintain a detailed mechanical construction schedule. You must proactively manage the "Weather Risk Window" ensuring that critical hardening activities (e.g., rooftop equipment installs or exterior flood wall tie-ins) are completed before seasonal peak weather risks (e.g., hurricane/tornado season).

4. PMO & Stakeholder Integration:

• PMO Compliance: Operate within the end client Project Management Office (PMO) framework, providing accurate, data-driven reporting on mechanical progress, cost, schedule, and risk (WIPRs).
• Cross-Functional Coordination: Lead coordination meetings between Mechanical, Civil (for flood walls), Electrical (for hardened power), and end client Operations to ensure zero unplanned downtime during hardening tie-ins.
• Quality & Handover: Manage the mechanical punch-list process and ensure the final turnover package includes all required Weather Hardening Compliance Documentation (e.g., pressure test logs, material certs, and verified as-builts).

Required Qualifications & Expertise:

• Experience: Minimum 5+ years in Mechanical Project Management, with at least 3-5 years specifically in Semiconductor Facility construction or Weather Hardening/Resilience projects.
• Technical Proficiency: Ability to read and interpret complex P&IDs, Isometrics, and structural/civil drawings. You must understand the mechanics of PCW, CMP, Exhaust, and CDA systems.
• Regulatory Knowledge: Familiarity with (or ability to quickly master) TI-STD-WH standards, ASCE 7 (Wind/Seismic), and FEMA flood-mitigation requirements.
• Systems Knowledge: Expert-level command of Project Management software (Primavera P6 or MS Project) and Document Control/BIM platforms (Procore, Bluebeam, or similar).
• Critical Thinking: A "detective" mindset—the ability to look at an existing drawing and a field condition and immediately identify the risk to the Weather Hardening integrity.
• Leadership: Proven track record of leading multi-disciplinary technical meetings and managing high-stakes contractor performance in a mission-critical environment.
