Substation Owner's Engineer

Description Leidos is in search of an Owner’s Engineer to join our diverse organization. This position will be part of an established and successful Power Delivery Solutions division that provides consulting services to both public‑owned and investor‑owned electric utilities. As a core team member, you will serve as the technical advocate and trusted advisor to the project owner, ensuring that engineering deliverables, designs, and construction activities meet project requirements, industry standards, and the owner’s operational expectations. This role provides oversight, coordination, and quality assurance across all phases of the projects, including planning, design, procurement, construction, and commissioning. Ensure designs comply with applicable codes, standards, and owner-specific requirements (e.g., IEEE, NESC, utility standards). Provide technical guidance on protection & control designs. Occasional Site-visits to client substation facilities may be required, along with occasional travel for client meetings and industry-related events. Participate in design reviews, constructability assessments, and value‑engineering discussions. Support project managers by translating technical issues into actionable decisions. Review vendor submittals, equipment data sheets, FAT/SAT results, and test reports. Support the development and enforcement of engineering standards and best practices. Provide technical support during construction, including RFI responses, field issue resolution, and design clarifications. Evaluate technical risks and provide recommendations to mitigate impacts on cost, schedule, and system reliability. Track engineering deliverables and ensure timely resolution of technical issues.
