Principal Administrative Analyst

Job Summary The Principal Administrative Analyst will support procurement, contract administration, and operational coordination for BART’s Rolling Stock & Shops Department. The incumbent will oversee a significant volume of procurement and contract activities, including development of contracting plans, preparation of solicitations, processing of requisitions, purchase order monitoring, execution of amendments and renewals, resolution of invoice issues, vendor communication, and preparation of documentation required for EDD/Board submissions and other formal approvals. Pay Rate AFSCME Pay Grade 17 Annual Salary: $141,668.80 (Step 1) – $172,224.00 (Step 5). Salary is negotiable based on education and experience. Reports to Rolling Stock Acquisition Administrator Key Responsibilities Provide procurement and contract support across BART’s fleet maintenance operations. Coordinate development of contracting plans, scopes of work, specifications, and bid schedules. Track contract lifecycle: milestones, renewals, amendments, and closeout requirements. Resolve vendor concerns, invoice discrepancies, insurance compliance, and purchase order challenges. Use Excel, Word, Outlook and tracking/reporting tools to maintain accurate documentation and monitor deadlines. Prioritize workload and manage multiple concurrent assignments within a maintenance or operational environment. Example Duties Define project scope, conduct research, develop and present recommendations, and coordinate implementation. Establish schedules and methods for administrative services; identify resource needs and allocate accordingly. Participate in development of policies, procedures; monitor compliance and propose improvements. Prepare and administer department program budget; submit recommendations and monitor expenditures. Prepare analytical and statistical reports on operations and activities. Implement new systems and procedures; monitor progress and adjust as necessary. Provide assistance to higher-level management, participate in committees, and prepare reports and correspondence. Coordinate program activities with other departments, divisions, and outside agencies. Attend professional meetings, stay abreast of new trends, and contribute to continuous improvement. Conduct public meetings and hearings on departmental activities as required. Participate in staff selection, training, and discipline procedures. Education Minimum: Bachelor’s degree in Public Administration, Business Administration, Accounting, Economics, or a closely related field from an accredited college or university. Experience Four years of full-time administrative, analytical, and/or budgetary experience, including at least one year of administrative or supervisory experience. Education can be substituted for experience on a year‑for‑year basis. Knowledge and Skills Operational characteristics, services and activities of the assigned program area. Principles of supervision, training, and performance evaluation. Program development and implementation principles. Budget preparation and administration principles. Analytical methods in administrative, organizational, economic, and procedural analysis. Record‑keeping principles and procedures. Office equipment and applications (computer, word processing, spreadsheets). Related federal, state, and local laws, codes and regulations. Skill/Ability Supervises, organizes, and reviews the work of lower‑level staff. Selects, trains, and evaluates subordinate co‑workers. Recommends and implements goals and objectives for effective service delivery. Reviews and analyzes complex technical documents and proposals. Plans and supervises research projects within the department. Applies management theories and practices to the assigned area. Coordinates and administers the budget process. Researches, analyzes, and evaluates programs, policies, and procedures. Communicates clearly and concisely, both orally and in writing. Interprets and explains district policies and procedures. Prepares clear and concise reports. Establishes and maintains effective working relationships with contacts in the course of work.
