Bilingual Director Reports To: Deputy Superintendent Instructional Leadership Position Summary The Bilingual Director provides leadership, coordination, and oversight for the district's Bilingual, English Language Development (ELD), English as a Second Language (ESL), and Title III programs. The Director ensures compliance with federal, state, and district regulations; promotes equitable educational opportunities for multilingual learners; supports student achievement and language acquisition; and collaborates with school leaders, educators, families, and community partners to improve outcomes for all students. The Director is responsible for program development, implementation, evaluation, professional learning, assessment coordination, family engagement, and continuous improvement of services for multilingual learners across the district. Essential Duties and Responsibilities Program Leadership and Administration Coordinate the planning, implementation, monitoring, and continuous improvement of district Bilingual, ELD, ESL, and Title III programs. Collaborate with principals and district leadership to ensure effective implementation of multilingual learner programs at all school sites. Assist principals in evaluating program effectiveness and personnel serving multilingual learners. Develop, submit, and monitor grant applications, budgets, reports, and compliance documentation for the New Mexico Public Education Department's Bilingual Multicultural Education Bureau and other funding sources. Ensure compliance with all federal, state, and district regulations related to bilingual education, multilingual learners, and Title III requirements. Develop, implement, and monitor policies, procedures, and program guidelines supporting multilingual learners. Collaborate with curriculum and instruction departments to ensure multilingual learners have equitable access to grade-level content, High-Quality Instructional Materials (HQIM), and rigorous instructional opportunities. Support the recruitment, retention, mentoring, and professional growth of bilingual and multilingual educators across the district. Student Support and Program Monitoring Oversee student identification, placement, monitoring, reclassification, and exit procedures for English Learners (ELs) in accordance with federal and state requirements. Coordinate student placement and monitoring plans with principals, counselors, and instructional staff. Collaborate with principals, counselors, teachers, and intervention teams to assess student progress and identify academic, linguistic, attendance, and social-emotional needs. Monitor student achievement, English language proficiency, graduation rates, attendance, and other performance indicators to evaluate program effectiveness and support continuous improvement. Support intervention planning and services for multilingual learners identified as at risk. Oversee the collection, analysis, and reporting of student performance data related to bilingual and multilingual education programs. Assessment and Accountability Coordinate district assessment activities related to bilingual education, multilingual learner services, and English language proficiency. Work collaboratively with principals, district testing coordinators, and site testing coordinators to plan and administer annual assessments, support staff training, and ensure testing requirements are completed within established timelines. Provide training and support to school personnel regarding assessment administration, scoring, interpretation, and use of student data. Ensure accurate reporting of assessment results, accountability measures, and program outcomes. Utilize assessment and program data to evaluate effectiveness, identify areas for improvement, and recommend program enhancements. Professional Development and Capacity Building Plan, organize, coordinate, and facilitate professional development, workshops, and in-service training for district personnel serving multilingual learners. Support teachers, administrators, and staff in implementing effective instructional practices for English Learners and bilingual students. Provide technical assistance and instructional resources related to language acquisition, culturally and linguistically responsive instruction, sheltered instruction, and multilingual education. Promote evidence-based instructional practices that improve student achievement and language development. Family and Community Engagement Plan, facilitate, and support Parent Advisory Committees (PACs), bilingual advisory councils, and stakeholder engagement activities related to bilingual and multilingual education. Foster meaningful partnerships with families, community organizations, tribal entities, and other stakeholders to support multilingual learner success. Promote effective communication with families regarding program services, student progress, language development, assessment results, and educational opportunities. Provide resources and support that encourage family engagement and participation in district programs. Collaboration and Communication Collaborate with district administrators, principals, counselors, teachers, instructional coaches, and support staff to improve educational outcomes for multilingual learners. Serve as a district resource and advocate for bilingual education, multilingual learner services, and language acquisition programs. Facilitate communication among schools, departments, families, and community partners regarding multilingual learner programs and services. Support district initiatives related to equity, access, student achievement, and college and career readiness. Professional Responsibilities Treat all individuals with dignity and respect while adhering to district policies, professional ethics, and standards of conduct. Maintain confidentiality regarding student, personnel, and district information. Demonstrate flexibility and effective time management while maintaining accurate and detailed records. Work independently with general supervision. Perform other duties as assigned by the Deputy Superintendent or Superintendent. Supervisory Responsibilities Provide leadership and oversight for district-wide Bilingual, ELD, ESL, and Title III programs. Supervise and support personnel assigned to bilingual and multilingual learner programs. Monitor program implementation and compliance across all district schools. Coordinate and support staff responsible for multilingual learner services and programming. Qualifications Required Qualifications Current New Mexico Teaching License. Current New Mexico Bilingual Endorsement or TESOL Endorsement. Knowledge of bilingual education, language acquisition, English learner programming, and Title III requirements. Knowledge of program planning, implementation, evaluation, and compliance requirements. Experience analyzing student achievement and language proficiency data to guide program decisions. Strong organizational, communication, leadership, and collaboration skills. Preferred Qualifications Current New Mexico Administrator License. Minimum of five (5) years of successful classroom teaching experience. Administrative or principal experience. Experience developing, implementing, and evaluating bilingual or multilingual education programs. Experience with grant writing, program management, budgeting, and compliance monitoring. Experience providing professional development and instructional coaching. Bilingual and biliterate in English and Spanish preferred. Physical Requirements The employee may be required to: Sit, stand, walk, bend, squat, kneel, reach, and climb stairs. Lift and carry materials weighing up to 50 pounds. Use hands and fingers for fine motor tasks and operation of office equipment. Move light furniture and instructional materials as needed. Willingness to learn and utilize emerging technologies as required. Work Environment Work is performed in district offices, school settings, and community locations. Frequent interaction with students, staff, families, and community partners. Ability to work effectively in environments with varying levels of noise, activity, and interruptions. Requires flexibility, self-direction, and the ability to manage multiple priorities. Occasional evening, weekend, and after-hours work may be required. Travel between district sites and attendance at meetings, trainings, conferences, and community events may be required.
