About the New York City Criminal Justice Agency (CJA) CJA is a not‑for‑profit service and research organization partnered with the New York City Mayor’s Office of Criminal Justice. It is the city’s main pretrial services agency, handling operations, pilot projects and research under one roof. CJA provides procedural justice practices to over 100,000 arrestees annually in New York City and maintains data that is used for research on arrestee characteristics, case processing and court outcomes. Program Summary CJA operates a Supervised Release Program in Queens Criminal Court. The program screens targeted defendants for release at arraignment, requiring face‑to‑face and telephone contact, participation in an assessment process, and agreement to court appearance and re‑arrest monitoring. Position Summary The Clinical Case Manager II – Intensive Case Management (ICM) reports to the Clinical Supervisor ICM and the Clinical Director of QSR. The role requires a background in social work, psychology or behavioral health and focuses on individuals with complex needs—including serious mental illness, substance use disorders, housing instability and trauma—who are involved in the criminal legal system. Primary Responsibilities Conduct comprehensive intake and needs assessments using evidence‑based tools. Provide trauma‑informed, person‑centered clinical case management to a high‑risk, high‑needs caseload of youth and adults. Collaborate with a multidisciplinary team to develop and implement individualized service plans that promote stability, recovery and court compliance. Support participants in navigating behavioral health, housing, public benefits, legal services and other complex systems. Maintain regular contact via in‑person and phone check‑ins; monitor progress, re‑arrests and court mandate compliance. Provide safety, counseling and encouragement for client growth and readiness for change. Prepare and present written progress reports to the court; advocate for participants’ needs in legal settings. Coordinate with defense attorneys, service providers and community partners to ensure continuity of care. Maintain accurate, timely documentation in the agency’s case management system. Participate in ongoing training, reflective supervision and team meetings to support professional growth and service quality. Qualifications MSW or a relevant master’s degree with at least 2 years of related case management experience. Knowledge of NYC Court Operations is preferred. LMSW, LMHC or LCAT licensure required. Familiarity with Alternative to Detention (ATD), Alternative to Incarceration (ATI) or other advocacy program models. Working knowledge of treatment programs (substance abuse, mental health) and other support services (GED, job training, YIP). Ability to exercise sound and quick judgment. Excellent communication and writing skills. Computer literate and able to adapt quickly to changing technology. Willingness to work evening and weekend hours as needed. CASAC or CASCT encouraged to apply. Schedule & Salary Schedule: Tuesday–Saturday 9:00 AM to 5:00 PM (Days Off: Sunday & Monday). The role requires regular weekend and occasional night shifts as well as flexibility for client visits in homes or community locations. Travel within the five boroughs is required. Salary: $83,854.
