Who We Are

At the Washington Association for Community Health, we bring community health centers together to collaborate and expand access to high-quality health care statewide. We help community health centers navigate state and federal policy, provide evidence-based health care, and problem solve as a group. Our services include workforce development programs, technical assistance and training, and policy advocacy.

Our members deliver health care to nearly 1.3 million Washingtonians each year at more than 450 clinic sites. Community health centers are directed by local consumers and respond to the needs of the community, serving all without regard to economic or insurance status. They are vital providers in the state’s health care safety net, serving as the primary care provider to 36% of Medicaid/CHIP enrollees in 2025.The Association strengthens our member health centers' work with the information, partnerships and tools that make high-quality care a reality for people across the state.

Position Summary

The Director of Learning & Innovation is a senior leader responsible for strengthening Washington health centers’ capacity to deliver high-quality care, improve access, and reduce the cost of patient care. This position manages multiple grants, including a foundational grant from the Health Resources and Services Administration (HRSA) that supports community health centers statewide. The Director’s portfolio includes programs that provide technical assistance and workforce education in clinical and operational performance improvement, access and affordability, and community health and health-related needs. The Director also plays a critical role in streamlining training systems and processes, tracking data to demonstrate organizational performance, assessing member learning needs, and identifying opportunities for improvement.

Essential Functions

· Develop strategies and workplans to manage activities in response to organizational strategic plans and needs assessments, assuring the Association fulfills grant and Board obligations.

· Direct staff on the Learning and Innovation Team, support staffing strategy and team development to meet program needs.

· Regularly collaborate with the Director of Finance to develop and monitor program grant budgets.

· Regularly develop and submit federal or state funder progress reports in a timely manner.

· Manage and update the Association’s evaluation strategy with a “value-added” outcomes orientation.

· Establish and maintain Association protocol for hosting learning events and evaluation.

· Manage the Learning and Innovation Team’s activity database and dashboards, ensuring records are complete and accurate, and provide regular maintenance and staff training as needed.

· Utilize performance data to inform the development of progress reports, grant applications, the Association’s annual report and to brief Association staff and Board.

· Continually analyze and identify internal improvement opportunities; collaborate with the leadership team to implement new practices that support organizational development.

· Facilitate dialogue, collaboration, and interdisciplinary learning among health centers, the Association, and other key individuals and organizations critical to the Association’s mission, including local, regional and national partners.

· Guide and participate in the Health Resources and Services Administration (HRSA) and Bureau of Primary Health Care (BPHC) practice improvement initiatives Brief Association staff, committees, and health center leadership on emerging trends, key findings, and developments.

Required Education and Experience

· Bachelor’s degree in public health or related field.

· Three or more years of experience managing employees, programs, or cross-functional teams.

Preferred Education and Experience

· Master of Public Health (MPH), Master of Public Administration (MPA), Master of Science in Nursing (MSN), Master of Business Administration (MBA), or another relevant advanced degree.

· Experience managing state and federal grants.

Additional Requirements

· Must possess strong public speaking and communication skills.

· Must possess reliable and dependable transportation.

· Ability to travel regularly for in-person meetings, including occasional evening and weekend commitments.

· Knowledge of communication and marketing techniques and best practices to develop, write, and place content in a manner that is relevant to the intended target audience.

· Proficiency with Microsoft 365 applications, including Word, PowerPoint, Outlook, Excel, SharePoint, and Teams, as well as experience using Salesforce, Adobe applications, or comparable business systems.

· Ability to work well in a professional team environment, including respect for differences, enthusiasm for collaboration, communication, and celebration; and appreciation for the critical role everyone plays in project and mission implementation.

· Ability to manage teams across multiple organizations.

· Excellent interpersonal, oral, and written communication skills, including the ability to adapt style, tone, and voice for the Association’s varied audiences and content types. Strong editing and proofreading skills are also required.

· An understanding of the concepts of institutional and structural bias and their impact on underserved and underrepresented communities.

· Significant experience with quality improvement models, logic models, project management, and evaluation processes.

· Knowledge of clinical settings, processes, and culture (within community health center knowledge/experience preferred.)

· Strong data literacy, knowledge and understanding of data collection and measurement.

· Understanding of adult learning principles, learning facilitation, collaborative design processes, and/or instructional design.

Work Environment

· Working indoors in an office setting.

· The Association supports hybrid models of work, both in person and remote.

· The hybrid model requires at least 1-2 day in the office each week.

· Prolonged sitting and use of keyboard, computer, and monitor.

· Ability to lift and carry up to 15 pounds.

Compensation & Benefits

Salary Range: $83,822 - $129,934 annually (depending on experience, education, and qualifications)

WACH reviews compensation practices regularly to ensure market competitiveness, internal equity, fiscal responsibility, and compliance with applicable laws. Starting compensation is determined based on qualifications, relevant experience, education, and internal equity considerations.

Work Location

This position is based in Olympia, WA and follows WACH's hybrid work environment. Periodic travel for meetings, conferences, trainings, or Association events may be required.

Schedule

Full-time, exempt position. Typical business hours are Monday through Friday, with occasional evening or weekend work as necessary to support Association activities.
