Director of Special Education and Pupil Personnel Services Job ID: 5691016 Application Deadline: Posted until filled Posted: May 05, 2026 12:00 AM (UTC) Starting Date: Jul 1, 2026 Job Description To provide sound educational programs for children who cannot sufficiently benefit from regular classroom programs. Contribute to the development of the total school philosophy of education. Assist in the adaptation of school policies to include special education needs. Recommend policies and programs essential to the needs of exceptional children. Keep informed of all legal requirements governing special education. Provide leadership in establishing new programs and developing improved understanding of existing programs. Develop and initiate survey programs for continuous identification of exceptional children. Evaluate existing programs as an ongoing responsibility, and recommend changes and additions as needed. Develop procedures for referral, securing medical reports, psychological examinations, and placement. Evaluate, determine tenure, and recommend promotion of personnel serving in the special education area. Assist in recruitment, selection, and recommendation for hiring special education personnel. Assume responsibility for compiling, maintaining, and filing all reports and records legally required or administratively useful. Develop and maintain complete and cumulative individual records of all children receiving special services or enrolled in special classes. Supervise preparation of attendance reports and similar data necessary to reimbursement of funds, collecting tuition for out-of-district students, and similar fiscal matters. Interpret the objectives and programs of the special education services to the Board, Administration, Staff and Public at Large. Maintain a permanent inventory of equipment purchased for special education. Establish procedures for requisitioning, ordering, and paying for special education equipment and supplies. Approve all supplies, materials, and texts used by special education personnel. Evaluate on an ongoing basis the total special education program, curriculum, procedures, and individual students’ needs and achievements. Make recommendations on designs, furnishings, equipment and location of new special education facilities. Assume responsibility for own professional growth and development; keep current with literature, new research findings and improved techniques; attend appropriate professional meetings and conventions. Plan, implement and evaluate all phases of a comprehensive program of guidance, counseling, special education, and other support services K-12. Supervise health personnel in providing adequate health services in Holbrook Public Schools. Arrange for proper maintenance of health records for each student enrolled in Holbrook Public Schools. Participate with principals and teachers in creating policies and procedures regarding health issues in the public schools. Arrange transportation for special needs students in and out of district. Advise the Superintendent of Schools on allocation of funds available under PL 94-142 and any other special education grants. Monitor all students in out-of-district placements. Schedule team evaluations and team meetings to develop students’ IEP. Maintain a liaison with teachers and out-of-district schools. Make home visits when needed. Attend and participate in team meetings for out-of-district students. Complete all paperwork necessary for out-of-district students as mandated by the State Department of Special Education. Help with the transition of students from out-of-district schools to collaborative or Holbrook Public School placements. Maintain a log of parent and student contacts. Consult with classroom teachers, school administrators and others involved with students referred to out-of-district placements or those transitioning back to the public school or collaborative. Research potential academic/therapeutic settings for students requiring out-of-district placements. Provide crisis management for problems arising with out-of-district students. Coordinate case management for issues relating to out-of-district students. Initiate and oversee movement of adult out-of-district students through the "Turning 22" process. Supervise and evaluate therapists, guidance, and special education teachers using teacher evaluation system. On January 10, 2013, Governor Deval Patrick signed H.4307, requiring all newly hired employees to submit to state and national fingerprint-based background checks. As a new employee you will be subject to a Massachusetts criminal background check (CORI) and a National Criminal Background Check by fingerprint. Fees are $55 for licensed educators and $35 for all other school personnel. At least 2 years of relevant experience preferred. Master’s degree preferred. Citizenship, residency or work visa required.
