SUPERVISORY PROGRAM ANALYST

Summary You will serve as a Supervisory Program Analyst in the Integrated Warfare Division (N91) Readiness Branch (N9IR) of IMMEDIATE OFC OF CHIEF OF NVL OPS. This position is in the excepted service and does not confer competitive status. Responsibilities You will lead the review and analysis of strategic documents to enable development of programming guidance. You will develop N9 strategies, based on analytics, that builds and programs a Navy that supports higher-level guidance. You will Develop documentation in support of POM cycles, e.g. point papers, summary analyses, cost analyses, schedules, requirements, plans of action and milestones (POAMs), etc. You will manage development of annual Total Munitions Requirement (TMR) and Fleet Training Requirement in support of the POM. You will develop meeting agendas, record meeting minutes and action items, and develop presentation materials for OPNA V staff, and related RS and subordinate Commands. You will analyze and report on the programming and budgeting effects of the proposed readiness or warfighting programs. You will provide program support for reviews, conferences, briefings and other meetings. You will facilitate development of a balanced and executable POM across all N9 accounts using standard Microsoft office software too. You will support POM development coordination efforts to ensure adherence to funding and Leadership decisions across N9, OPNAV, and other stakeholders. You will collaborate with warfare and RS to evaluate budget issues and execution year issues. You will provide request for information responses and coordination to Congressional, DoW, SECNAV, CNO, or other OPNA V tasking. You will review staff actions and products to ensure they align with Navy readiness requirements, N9' s guidance and intent, and recommend changes or support producing replacement products as required. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following; 1. Practicing of requirements development, program planning, financial management, cost estimating, and sound administration; 2. Possessing extensive knowledge of program planning procedures and directives, and a complete understanding of the Department of the Navy organization; 3. Understanding complex readiness matters; and 4. Policy information may be found at: This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. This position is in the excepted service and does not confer competitive status. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position. As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the excepted service. You will obtain competitive status after two years of service in this position, if applicable. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under Chapters 23, 43, and 75 of title 5, United States Code, will not be available to an individual serving in this position.
