Program Specialist

Summary

This position is with the U. S. Department of Labor Occupational Safety and Health Administration (OSHA) within the Directorate of Administrative Programs (DAP) in the Office of Financial Management (OFM) located in Washington DC.

• This position is at the full performance level.
• This position is inside the bargaining unit.
• This position is NOT remote. Selectee will be expected to report to the office above.

Duties

Duties of the Program Specialist include but are not limited to the following:

• Implementing new requirements or makes changes to procedures that correspond to new or amended legislation and regulations.
• Analyzing data and prepares reporting on OSHA debt collection efforts as required by the Chief Financial Officers Act and specified by Treasury using key departmental and agency-specific performance measures.
• Serving as automated systems expert; assisting Area Offices with problems processing OSHA Information System (OIS) and OSHA Legacy Data (OLD) system financial data.
• Interpreting and appliying legislative and regulatory requirements to develop directives for OSHA-wide implementation.
• Supporting the Office of the Inspector General (OIG) in the annual audit of OSHA debt collection activities.

• Must be at least 16 years old.
• Candidate required to obtain the necessary security/investigation level.
• Requires a probationary period if the requirement has not been met.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge skills and abilities (KSAs) to perform the duties of the position successfully and that is typically in or related to the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.

Qualifying specialized experience for the GS-13 includes:

• Interpreting and/or applying Federal debt management laws regulations or policies.
• Developing and/or implementing agency wide directives and procedures.
• Providing information on credit and debit management procedures tools and techniques.

Education

Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.

This position is inside the bargaining unit. If the duty location is within the Washington D.C. metropolitan area the position will be included in the Local 12 AFGE bargaining unit. If the duty location is outside the Washington D.C. metropolitan area the position will be included in the NCFLL bargaining unit.
