General Definition of Work Performs operating water treatment plant (WTP) to treat raw water and produce clean potable water in compliance with the Missouri Department of Natural Resources (MDNR) and the Environmental Protection Agency (EPA), performing lab tests and preparing daily reports, maintaining heavy equipment and surrounding grounds, maintaining training and education for MDNR operating permit, and related work as apparent or assigned. Work is performed under the supervision of the Water Plant Supervisor. Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Operates water treatment plant; monitors all equipment and make adjustments as needed to ensure equipment is working to meet standards. Monitors plant systems through control panels, gauges, meters, alarms, and visual inspections, and identifies abnormal conditions and takes appropriate corrective action within established procedures. Performs routine preventive maintenance, cleaning, lubrication, calibration, and minor repair of plan equipment, buildings, grounds, and related facilities within the water department. Follows all safety rules and procedures, including those related to chemical handling, confined spaces, electrical hazards, fall protection, and PPE. Maintains facility, grounds, and equipment, including cleaning, painting, and performing minor repairs to ensure they are clean, neat, and in serviceable condition. Performs lab tests on water; collects water samples from specified points to monitor the function of equipment and ensure that equipment is functioning within required limits. Diagnoses basic operational and mechanical problems; reports equipment failures and unsafe conditions; and assists maintenance staff, contractors, and vendors with repairs and installation work. Inspects wells, intake facilities, storage tanks, pumping stations, generators, and other water-system facilities as assigned. Performs filter backwashing, basin and tank cleaning, residuals management, chemical delivery procedures, and other treatment-process tasks. Responds to alarms, equipment failures, water-quality concerns, power outages, loss of pressure, main breaks, severe weather, and other emergencies; follows applicable emergency-response and notification procedures. Starts, operates, and monitors emergency generators and backup systems as trained and authorized. Maintains the plant, laboratory, chemical rooms, shop, storage areas, vehicles, and grounds in a clean, safe, secure, and orderly condition. Follows all safety rules and procedures, including those related to chemical handling, confined spaces, lockout/tagout, respiratory protection, electrical hazards, fall protection, bloodborne pathogens, and personal protective equipment. Reads and follows safety data sheets, equipment manuals, standard operating procedures, permits, regulations, maps, and technical instructions. And or Performs preventative maintenance on equipment and vehicles. Records daily log sheets and files reports. Attend required training classes to maintain license and other training, as needed. Must be courteous and respectful to customers and internal employees. Works scheduled shifts and participates in weekend, holiday, overtime, callback, and on-call coverage as assigned. All other duties as assigned. Minimum Qualifications High School diploma or GED and less than a year of experience in a Water Plant or equivalent combination of education and experience. Special Qualifications Obtain a Missouri Department Natural Resources (MDNR) Water Operators License (Class D) within one year of hire. Working Conditions Physical Requirements and Activity This work requires the occasional exertion of over 100 pounds of force. Work occasionally requires standing, walking, sitting, speaking or hearing, using hands, climbing or balancing, kneeling or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions.
