Human Services Developer (Ohio Commission on Fatherhood) (260004DI) Job Overview As a Human Services Developer, you will support fatherhood initiatives, maintain the Putative Father Registry (PFR), provide technical assistance to stakeholders, and contribute to policy development and program oversight. The position combines policy analysis, customer service, program administration, research, training, and data management responsibilities. Location Children & Youth N. High Complex, 246 North High Street, Columbus, OH 43215 Schedule Full‑time, 8:00 AM – 5:00 PM, Monday–Friday Compensation Hourly: $36.01 (step 1 of union salary range, advances after 6 months). Responsibilities Conduct confidential database searches within the Putative Father Registry and process requests. Maintain accurate records and computerized logs; prepare written responses and ensure timely processing of alerts. Obtain and verify information from parents, attorneys, courts, county agencies, and private providers. Provide technical assistance to individuals and organizations on registry requirements and procedures. Research, analyze, develop, and revise policies, procedures, and administrative rules. Interpret federal and state statutes, agency policies, and regulations; respond to inquiries from legislators, agencies, providers, and the public. Assist with oversight of fatherhood and co‑parenting programs funded through the agency. Deliver training to providers and stakeholders on registry processes and data systems. Provide technical assistance regarding ETO and other reporting systems; develop PowerPoint presentations, training materials, and resource guides. Engage in state prison and youth detention facilities; present information to internal and external stakeholders. Research evidence‑based fatherhood and co‑parenting curricula; analyze program outcomes and best practices. Assist with Requests for Grant/Proposal development and support contract/sub‑grant administration. Schedule meetings, prepare agendas, document meeting notes, update website content, and produce reports and program documents. Travel occasionally for meetings, conferences, trainings, and stakeholder engagement. Qualifications Completion of an undergraduate core program in social or behavioral science, health services public administration, public policy management, or a comparable field plus 36 months experience in researching, developing, or implementing social‑service related policies. 12 months training or experience in research methodology, measurement & testing, and survey sampling; 6 months training or experience in use of computer hardware & software for spreadsheets, statistical analysis, graphics presentation & word processing. Or graduate coursework in the same fields with 24 months experience plus 6 months training in computer applications. Or 24 months experience as Human Services Specialist 2 (69352) with duties related to policy development, education, training, or care programs. Or equivalent class qualifications. Pay Information Step progression: Step 1 ($36.01) → Step 8 ($50.37 hourly; $104,770 annual). Step increases occur after 6 months and annually thereafter.
