Instructional Systems Specialist (Advanced Academic Programs and Services).

Responsibilities Serves as the subject matter expert providing policy guidance on Advanced Academic Programs and Services (AAPS) for PreK-12 students. Provides training to staff regarding AAPS procedures, updates and strategic plans. Reviews staffing allocations for all schools and develops recommendations as appropriate. Assesses the system‑wide effectiveness in defined teaching area(s) by monitoring the implementation of curriculum and performance standards. Provides reports to the Associate Director and Assistant Associate Director for education and field personnel concerning program performance standards and instructional material needs. Serves as the Contracting Officer Representation (COR). Represents DoWEA in meetings with various agencies and departments of the Federal Government relating to areas of educational expertise. Requirements Male applicants born after December 31, 1959 must complete a Pre‑Employment Certification Statement for Selective Service Requirement. Proof of U.S. Citizenship required. Direct deposit of pay is required. One year probationary period may be required. Appointment subject to a suitability/fitness determination, as determined by a background investigation. Requires a Tier 1 (T1) investigation with Childcare Checks because duties involve interaction with children and youth under 18. Requires submission of a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE 450) upon entry and annually thereafter. May be required to sign a transportation agreement. Education: Bachelor’s degree (or higher) supplemented by at least 24 semester hours relevant to the position. Coursework must include study in at least four of the following five areas: (1) learning theory, (2) instructional design practices, (3) educational evaluation, (4) instructional product development, or (5) computers in education and training. Must submit all transcripts for at least the bachelor’s degree (Master’s, EDS, or Doctorate may also be required). Applications missing required transcripts will be rejected. Qualifications One year of specialized experience implementing effective instructional programs for PK‑12 AAPS, developing annual budgets for strategic planning, conducting market research to assess curriculum effectiveness, ensuring compliance with AAPS regulations, and preparing oral or written presentations to stakeholders. Experience must have been gained while serving full‑time in a PK‑12 above‑school‑level role. Benefits Salary includes applicable locality pay or Local Market Supplement.
