Come join the fastest growing Division at Systems Planning and Analysis, Inc.!The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). Come where you will be part of our high-caliber team!SPA has an immediate need for a Budget & Acquisition Analyst.ResponsibilitiesPerforms work with government procurement agencies in support of budgeting and acquisition processes, defining proposals (RFQ) and qualifying vendors.Applies knowledge of defense acquisition process to develop and execute strategies that support budgeting and acquisition processes, policies and procedures.Analyzes and evaluates new initiatives, technologies, and programs to meet mission requirements.Conducts requirements analysis to support acquisition of future year’s labor, equipment and facilities.Works with the client’s senior managers to develop the organization’s budget.Develops and executes an objective and integrated methodology for resource allocation and subsequent budget execution to achieve the results of required acquisitions; develops and drafts required acquisition pre-award documentation.Performs cost benefit analyses to review financial requests, assess program and technical tradeoffs, and explore alternative funding options.Monitors and reports performance against plans to ensure that contractual, cost and schedule objectives are met.Arranges modifications as required; ensures compliance with financial and acquisition regulations, manuals and procedures.Conducst cross program analyses at the program office.Identifies tradeoffs within and among competing programs and provide executive managers with resource alternatives.Maintains Directorate and/or Agency-wide budget tracks at directorate, project, sub-project, and MSA levels.Reviews Directorate and Agency level data in the NEXT, Agency FIRST, and Intelligence Resource Information System.QualificationsRequired Qualifications:US Citizenship with TS/SCI + Poly clearance at date of applicationPlease discuss specific polygraph requirements with an SPA Talent Acquisition professionalBA/BS degree (or higher) in Business, Finance, Accounting, Economics, Statistics, or related field (additional years of relevant experience may be substituted for the degree)4+ years of related work experienceKnowledge of developing briefs and reports for project leadership team reviewIntermediate to advanced knowledge of Microsoft Excel; adept at other MS applicationsDemonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and Intelligence Community (IC) budgetary principlesDemonstrated knowledge of acquisition management regulations, practices, policies, procedures and Acquisition Program Baseline developmentExcellent interpersonal, organizational, written, and verbal communication skills and attention to detailAble to effectively manage time and collaborate across a diverse set of group/division prioritiesAbility to report to designated work location in Chantilly, up to full time, based on the needs of the customerDesired Qualifications: Proactive interest in learning new skills and engaging new challengesStrong customer service skills, with interest in proactively anticipating and addressing client needsAct as a key technical expert on financial analysis issuesPay Range InformationAt SPA, we strive to deliver a robust total compensation package that will attract and retain top talent.
