General Statement

Responsible for overseeing maintenance and repairs of all buildings and land on main campus, including groundskeeping, refuse collection, snow removal, and sidewalks/roadways. Oversees renovations and new construction projects, maintenance and repairs, utilization of space, provision of utilities, and heavy equipment fleet. Provides members of the college community with a reliable and functional physical learning and work environment that supports the college's mission and objectives.

Supervises multiple shifts of approximately 40 employees comprised of professional staff, project managers, skilled trades, foremen, maintenance personnel, equipment operators, ground workers, and clerical staff

Duties and Responsibilities

• Directs the activities of the Facilities Department, including projects, trades, utilities, custodial, and grounds teams
• Leads the planning, design, construction, operations and maintenance of buildings, grounds and infrastructure; facilitates planned/programmed maintenance for all campus facilities
• Ensures all facilities meet local, state, and federal regulations (e.g., OSHA, ADA, fire/life safety) and manages emergency response protocols
• Provides guidance on facilities matters and interprets departmental programs, policies, and activities to internal and external stakeholders
• Provides leadership and direction for the department and the College; works with administration and appropriate committees to identify the College's needs and provides support and recommendations for space allocation
• Conducts effective negotiations and represents the College and the department in meetings with regulatory officials and outside organizations; navigates and resolves controversial issues
• Oversees design, bid, and construction phases for approved projects, including coordination of projects with and between contractors, architects, engineers, equipment, vendors, and facilities staff; maintains digital blueprints, building plans, and other construction records
• Develops code compliant specifications and standards for in-house projects
• Plans, assigns and directs the work of management, supervisory, professional, and technical personnel; accounts for weather, seasonal workloads, scheduled college events and emergencies
• Organizes and prioritizes available resources for the maintenance, improvement, and repair of college facilities, infrastructure, and equipment; compiles estimates, contract provisions, and specifications
• Monitors changes in laws, regulations, and technology that may affect College or departmental operations; implements policy and procedural changes as required
• Oversees all purchasing and procurement procedures for the department
• Establishes an operating budget that is responsive to the daily maintenance needs of the college and adequately forecasts funds needed for staffing, equipment, materials, supplies, and critical repairs
• Facilitates the procurement and implementation of college maintenance contracts (e.g. emergency generators, plumbing, electrical, HVAC systems, maintenance vehicles, and horticultural projects, etc.)
• Develops estimates and controls costs for construction and landscape projects
• Manages, monitors, and controls campus systems through the Building Management System (BMS)
• Supervises and schedules repairs and preventative maintenance for all building systems
• Utilizes the state, centralized platform Capital Asset Management Information System (CAMIS) to track preventive/corrective maintenance and manage capital planning, deferred maintenance/critical repairs, and facilities work orders
• Supervises the work management system to respond to requests from the College community for facilities services
• Serves as the state designated Health and Trenching Safety Officer for the college and performs the required functions
• Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities
• Administers the AFSCME collective bargaining agreement in a fair and consistent manner
• Supervises scheduling of AFSCME employee overtime assignments
• Works actively with other areas of the college to ensure a spirit of college wide collaboration, collegiality, civility, and teamwork. Respects the function of dissent in an academic institution while advancing a collegial atmosphere of campus collaboration.

Job Requirements:

Minimum Qualifications

• 5 years Facilities management experience with at least 3 years in a senior leadership role
• Construction/Trades management experience
• Knowledge of Massachusetts building codes/OSHA Safety Standards
• Deep understanding of MEP (mechanical, electrical, plumbing) and HVAC, systems.
• Knowledge of ADA compliance
• Knowledge of environmental regulatory requirements
• Excellent oral and written communication skills

Preferred Qualifications

• 6+ years Facilities management experience or bachelor's degree in related field
• Engineering or Project Management background
• Experience in a unionized environment
• Experience with space planning
• CAD proficiency
• Experience in Higher Education
• Building/Energy Management & automation systems experience
• Massachusetts Certified Public Purchasing Official (MCPPO)
• Experience with DCAMM (Division of Capital Asset Management and Maintenance) procedures
• Experience with CAMIS (Capital Asset Management Information System) or equivalent Facilities Work order system
