Traffic Control Supervisor

Make an impact: As the Traffic Signal Supervisor, you will provide professional, technical, and administrative leadership managing the City’s traffic signal operations and maintenance programs. This position oversees the team responsible for maintenance and operation of the City’s traffic signal and streetlight systems which are critical to public infrastructure, safety, and community service. The role includes supervision of technical and skilled staff, ensuring compliance with federal, state, and local regulations, and managing program budgets and resources. Learn and grow: As a key member of the Traffic Engineering team, you will partner with leadership in Traffic Engineering to lead and support the Traffic Signal Electricians. This role offers opportunities for professional development and technical growth through collaborative projects and partnerships with various stakeholders across the City. What you will do: Reporting to the City Traffic Engineer, the Traffic Signal Supervisor will provide professional and technical leadership in managing the City’s traffic signal system operations and projects. This role involves supervising staff, overseeing complex traffic signal programs, and ensuring compliance with regulatory requirements while coordinating with internal teams and external agencies. Additional information on job responsibilities: Support Traffic Signal Operations: Oversee and maintain traffic signal systems to ensure optimal performance, including routine inspections, troubleshooting, and adjustments to enhance safety and efficiency. Collaboration with Agencies: Work collaboratively with external agencies, including Keizer, Marion County, and ODOT, to ensure effective signal maintenance and operations in accordance with the Traffic Control Center Grant Agreement. Project Coordination: Coordinate with the Engineering Department and Traffic Signal Electricians on capital projects, providing technical support throughout the design and construction phases. Traffic Signal Review: Assist in reviewing traffic signal elements during the development process, ensuring compliance with City standards and regulations. Community Engagement: Represent the Traffic Signal Crew team at project meetings and respond to community concerns related to traffic signal operations. Must pass the pre-employment background check and drug test (including marijuana). Must have an Oregon driver license and a driving record that meets the City of Salem's driving standards. Associate degree from an accredited college or university in a related field to program assignment (i.e., biology, business management, engineering, environmental sciences, etc.), and five years of supervisory experience in a related field, or any combination of education, experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions. Preferred qualifications: General Journeyman Electrician License Certification in Traffic Signal Operations or Maintenance (e.g., IMSA certifications) Experience managing complex traffic signal systems in a municipal or public agency setting What you will bring along: Demonstrated leadership and supervisory skills with the ability to manage, mentor, and develop a group of technical staff within a complex and regulated program. Extensive knowledge of traffic engineering principles, relevant laws, codes, and standards, including the Manual on Uniform Traffic Control Devices (MUTCD) and American Association of State Highway and Transportation Officials (AASHTO) guidelines. In-depth understanding of traffic signal system operations and maintenance techniques to maintain traffic flow and enhance safety for all users. Proven ability to analyze complex technical and operational issues, develop effective solutions, and communicate clearly with technical and non-technical audiences. About our Facility: The City of Salem’s wastewater is treated at two facilities, the Willow Lake Water Pollution Control Facility and the River Road Peak Wet Weather Treatment Facility. Willow Lake is the main treatment facility for the City with a design average dry weather flow of 35 MGD and a peak wet weather capacity of 155 MGD. It can be operated in trickling filter/activated sludge and conventional air activated sludge based on flow and loading conditions. Effluent is disinfected with sodium hypochlorite solution and dechlorinated with sodium bisulfite. Solids handling consists of mesophilic anaerobic digestion and dewatering with centrifuges. Class B biosolids are re-used through land application of centrifuge cake. The Willow Lake Treatment Facility operates 24/7, 365 day per year. The River Road Peak Wet Weather Treatment Facility is a 50-mgd, high rate, physical/chemical ballasted sedimentation facility with ultraviolet disinfection. This facility is generally operated to prevent sanitary sewer overflows associated with high wet weather flows. About us: Salem is the second largest city in Oregon and the capital city.
