This position requires rigorous administrative oversight as well as the skill to shepherd Maryland’s healthcare delivery systems into a new era. Core Executive Responsibilities and Governance: Managing the HSCRC requires a sophisticated balance of ensuring internal operational excellence while demonstrating exceptional skill in managing multiple stakeholder relationships. The Executive Director must navigate a complex ecosystem populated by the Maryland General Assembly, federal regulators at CMS, and a diverse array of provider, payer, and community interests. The primary operational and governance responsibilities include: Operational Oversight: Directing a 47-member multidisciplinary staff of economists, accountants, statisticians, health policy analysts, and data management professionals. The Executive Director administers an annual operating budget of $15.4 million. Intergovernmental and Legislative Relations: Acting as the primary liaison to the Maryland General Assembly, providing authoritative testimony, and coordinating with state and federal agencies to align Maryland’s activities with the Total Cost of Care goals. Public Advocacy and Multi‑Sector Engagement: Managing relationships with a broad spectrum of stakeholders, including hospitals, physicians, nursing homes, third‑party payers, and consumers.
