A Police Specialist (working title: Police Corporal) performs advanced law enforcement and investigative duties as defined in the Police Officer classification, while serving in a designated specialty area assigned by the Director of Public Safety. This classification is determined by assignment and demonstrated expertise not solely by certifications although officers must possess the required training and credentials (as designated by PASSHE) and be regularly assigned to and actively engaged in their specialty.
The Police Specialist (Corporal) works under the direction of the Director of Public Safety or designee with minimal direct supervision; daily guidance may come from a Police Supervisor. In the absence of a Police Supervisor, the Police Specialist (Corporal) may serve as Officer in Charge (OIC) of the shift, assuming responsibility for overseeing operations and personnel. Routine police work involves standard decisions guided by established department or university procedures. In their specialty area, however, the officer exercises greater autonomy and judgment, applying specialized training within established policies and guidelines.
While performing advanced duties the position primarily focuses on one or more specialty areas. These specialty areas may include, but are not limited to, investigations, community policing, crime prevention, training and field instruction, evidence management, accreditation, emergency management, or technical services such as communications or security systems. Officers are expected to maintain proficiency in their specialty, provide guidance or support to other personnel in that area, and may serve as a departmental resource or liaison related to their expertise. The University Police Specialist (Corporal) supports the overall educational mission of Cheyney University & the Department of Public Safety & Emergency Management.
Duties & Responsibilities:
1.Perform advanced law enforcement duties, including patrol, enforcement of laws, and response to calls for service2.Conduct advanced complex criminal and administrative investigations, including interviews, interrogations, and case preparation3.Serve in one or more designated specialty areas and maintain subject matter expertise4.Collect, process, manage, and preserve evidence in accordance with legal and departmental standards5.Provide on-scene leadership and coordinate response during routine and critical incidents6.May serve as Officer in Charge (OIC) when assigned, overseeing shift operations and personnel7.Mentor, guide, and provide informal supervision to officers, student workers, and support staff8.Develop, coordinate, present and support crime prevention, community service, community engagement, and campus safety initiatives & training 9.Apply trauma informed approaches, especially for mental health incidents10.Model integrity, accountability and procedural justice in all interactions11.Collaborates with and supports & assists all divisions within the Department of Public Safety, including police, security, communications, transportation, emergency management, environmental health & safety to ensure a coordinated and effective approach to campus safety.12.Prepare accurate reports, testify in proceedings, coordinate assigned programs and resources, provide specialized training13.Performs other duties as assigned

Requirements Education, Training, and/or Experience :
- One year as a Police Officer
- High School Diploma or GED equivalent
- Formal training in the provision of basic police services accompanied by certification through Act 120
- Possession of a valid motor vehicle operator's license
- Ability to meet required qualifications regarding strength, agility and health
- Knowledge of Commonwealth laws, rules, and regulations governing motor vehicle operation and personal conduct for employees or visitors at Pennsylvania State System of Higher Education Universities; and of modern police practices
- Knowledge of Commonwealth provisions for emergency situations.
- Knowledge of evidence based policing and 21st Century policing techniques
- Understanding of the role and purpose of university public safety
- Handle sensitive issues and information with confidentiality and discretion
- Ability to react quickly and calmly in emergency situations and determine proper courses of action.
- Ability to enforce laws and regulations fairly while maintaining a respectful and professional demeanor.
- Ability to understand and carry out oral and written instructions.
- Experience working with a college age population, parking enforcement, and crowd control is preferred.
