The main duties of the Community Empowerment Manager are to develop and oversee a community empowerment program for Vivent Health within their state. The role will recruit people served by Vivent Health, people living with or most vulnerable to HIV, and our allies into programs, services and activities designed to support meaningful civic engagement. The Community Empowerment Manager will also build broad coalitional relationships by engaging with like-minded stakeholders, including local decision makers, community leaders, and other community-based organizations. In addition, this role will lead on-the-ground state and local policy work, including legislative and regulatory advocacy, policymaker engagement, and stakeholder education. The Community Empowerment Manager will support organizational defense work as needed to ensure compliance with all pertinent local, state, and federal laws and regulations regarding permissible activities for 501(c)3 designated nonprofit organizations engaged in community organizing, voter engagement, and advocacy.

Essential Job Duties

Grassroots Organizing:

  • Increase public support and visibility, especially among communities most impacted by HIV, by organizing events, networking, and facilitating educational activities aimed at growing civic engagement and power among people served by Vivent Health.
  • Represent Vivent Health's interests at state & local levels of government and with public health partners.
  • Collaborate with other providers and coalition partners in the state, including college activist groups, to implement advocacy and community empowerment campaigns.
  • Build a strong activist base by recruiting, training, and engaging community advocacy volunteers and mobilizing supporters online to advance Vivent Health's public policy agenda.
  • Coordinate with Vivent Health operational leadership to develop and execute advocacy programs which provide patients and other community members with advocacy skills building and opportunities to take action to support specific legislative initiatives.

Community Building:

  • Work with Vivent Health advocacy leadership to disseminate news and information that promotes Vivent Health's public policy agenda and keeps the agency's message in front of identified supporters, the public, key community allies, and elected officials.
  • Work with Marketing and Communication staff at Vivent Health to develop messaging to increase public awareness of and support for community empowerment activities, including email and text campaigns, online content, and agency publications.
  • Assist in the development and implementation of advocacy campaigns to educate and engage activists and advance Vivent Health public policy priorities. This may include online and offline strategies such as advocacy events, phone banks, canvassing initiatives, community building activities, and online actions.
  • Prepare fact sheets, reports, pitch stories and draft content for op-ed pieces, letters to the editor, and other public affairs materials as needed to effectively communicate Vivent Health's position on important issues to key constituents.
  • In conjunction with other Vivent Health Advocacy leaders, establish or maintain relationships with state and local elected representatives and their key staff members.

Public Policy:

  • Work with Vivent Health advocacy leadership and external government affairs partners to advance policy priorities, including by coordinating testimony or public comment on key legislation and rulemaking, communicating directly with policymakers, and organizing local advocacy campaigns.
  • Track and analyze proposed legislation and rulemaking to assess potential impacts on Vivent Health and those we serve and determine the appropriate organizational stance and level of
  • Ensure local policy and advocacy work is meaningfully informed by people living with and most impacted by HIV, including through coalitional partnerships and community input processes.
  • Organize state legislative advocacy days, Health Center tours, and other local events to educate policymakers about key issues and connect them with community stakeholders.
  • Manage policy efforts in their state, including legislative and regulatory advocacy, policymaker engagement, and stakeholder education.

General:

Required and preferred knowledge and experiences to succeed:

  • Education: High School Diploma or GED required.
  • Work Experience: Lived/living experience with and/or demonstrated commitment to meaningful involvement of people living with HIV, Black, Latine, Indigenous, and other communities of color, LGBTQIA+ communities, women, people who use drugs, and people experiencing homelessness. Minimum 4 years of professional or volunteer experience in community organizing, social justice advocacy, government relations, policy analysis, volunteer recruitment, or related work. Demonstrated ability to work cooperatively with community partners, interact effectively with diverse groups of individuals, and cultivate new relationships and supporter networks. Demonstrated understanding of public health issues, including knowledge of HIV, sexual and reproductive health, injection and recreational drug use, and/or social determinants of health. Demonstrated ability to apply principles of community organizing and/or voter engagement among Black, Latine, Indigenous, and other communities of color, LGBTQIA+ communities, and other communities experiencing social oppression.
  • Technical Experience: Experience using Microsoft Office programs Experience using Teams, Zoom, or other virtual meeting software Experience using digital advocacy platforms (Quorum, Everyaction, etc.), bill tracking tools, phone/textbanking platforms, and/or state legislative websites.
  • Soft Skills: Strong understanding of systems of privilege and oppression, and a commitment to advancing racial, gender, LGBTQ+, reproductive, disability, and economic justice. Excellent communication, interpersonal, and presentation skills. Strong analytical and problem-solving skills, including the ability to respond creatively to challenges and be pro-active in developing new strategies for overcoming obstacles and meeting goals. Ability to successfully manage multiple projects simultaneously, set priorities, follow through, and meet deadlines. Excellent organizational and networking skills; the ability to work independently and as a team member.
  • Additional Preferred Qualifications: HIV experience in a not-for-profit environment. Degree preferred but not required. Strong existing relationships with community stakeholders in their state. Experience recruiting and/or supporting volunteers. Bilingual or multilingual, especially with Spanish proficiency.
