The City of Kodiak is recruiting for regular, full-time City Engineer (Director) .The Engineer (Director) is an executive level position, under general administrative supervision, responsible for providing engineering management and design for City projects; prepares bid documents and construction contracts for capital construction projects; prepares requests for proposals (RFPs); prepares and reviews plans, specifications, and bid documents for City projects; provides contract administration and project management; and administers professional services contracts with engineering consultants. Responsibilities include construction inspection and testing; maintenance of the City’s Standard Construction Specifications and Standard Details document; works closely with City departments on various facility improvements and projects; evaluates and makes recommendations on proposals for architectural and engineering services; tracks professional service design fees and construction projects costs; provides financial information to the City Manager, the Finance Department, appropriate department directors, and funding agencies for grant and other financial reporting; and assists department directors with preparation of grant and other funding requests. The City of Kodiak owns and operates many public facilities, including, but not limited to streets, ports and harbors, sewer systems, water systems and buildings. The Engineer is responsible for providing the high-quality engineering services necessary for the planning, design, construction, and maintenance of the city’s public facilities. The Engineer must perform these duties in a manner that reflects favorably on the City and the Department, and maintains a level of professional expertise that promotes efficient use of the resources available to the Department. Examples Of Essential Duties: Oversees and performs advanced professional level duties in support of the City’s engineering projects, services, and activities including planning, design and construction programs for City streets, sewer systems, water systems, ports and harbors, buildings, and related capital improvement programs. Supervises and oversees staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring performance deficiencies are corrected; ensuring employees follow policies and procedures, and maintaining a healthy and safe working environment. Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned engineering programs and services; identifies resource needs; recommends and implement policies and procedures. Provides engineering, project management and contract administration for several simultaneous ongoing complex capital improvement projects including design and development of plans and specifications, inspects and administers projects to ensure that public facilities are constructed in accordance with the plans and specifications within project budget. Oversees and participates in preparing designs and specifications for assigned projects; develops engineering drawings, construction plans, specifications, contract documents, bid documents, calculations, and cost estimates for proposed projects; researches project design requirements; prepares estimates of time and material costs. Participates in the selection of services for various architectural/engineering disciplines (civil, structural, electrical, mechanical and environmental). Coordinates services of architects and engineers to ensure designs are integrated and meet the City’s needs. Other interdisciplinary coordination comes into play with resolving design and construction challenges. Prepares a variety of engineering reports, studies, and technical documentation; participates in preparing requests for proposals (RFPs); maintains accurate records of projects, budgets, or field observations required for the delivery of engineering services for the City. Oversees and participates in the development and administration of the Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. Coordinates with state and federal agencies in securing loans, grants, permits, and variances; reviews procedures for compliance with state and federal agencies codes and requirements. Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence. Represents the Engineering Department to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations. Explains, justifies, and defends Department programs, policies, and activities; negotiates and resolves sensitive and controversial issues. Responds to questions and inquiries from the general public, developers, contractors, engineering professionals and City staff regarding engineering and development projects. Responds to and resolves difficult and sensitive citizen inquiries and complaints. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of Engineering; incorporates new developments as appropriate. Performs other duties as assigned. Minimum Qualifications: High school diploma or General Education Development (GED) and Bachelor’s degree in civil engineering or related field; a minimum of seven to 10 years of progressively responsible professional engineering and project experience; including three years of supervisory and management experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING REQUIREMENTS:
Valid Alaska driver’s license or ability to obtain within 30 days of hire Registered as a Professional Engineer in the State of Alaska within 90 days of hirePHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, lifting, talking, hearing, seeing, balancing, stooping, kneeling, and repetitive motions. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Functions of this position require sufficient physical ability to work in an office setting; walk, stand, or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; operate office equipment requiring repetitive hand movement and fine coordination including use of computer keyboard; ability to speak and hear to exchange information; and ability to operate a vehicle to travel to various locations. Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.WORKING CONDITIONS:
Work performed in routine office environment with some out-of-office duties required to conduct site investigations; occasional exposure to outside weather conditions. Non-traditional work hours may be necessary. May be required to attend City Council or other public meetings as assigned. Some travel may be required.
