Project/Program Manager I (Emergency Preparedness Coordinator)

Preparedness Section Overview The Preparedness Section leads the cycle of planning, organizing, equipping, training, exercising, and evaluating Public Health’s readiness for emergency responses. It uses response plans and detailed procedures to help deliver response services equitably and efficiently during an emergency. The Section has led the department’s response to the health and medical impacts of over seventy emergencies and supports the community in preparing for, responding to, and recovering from emergencies with a community‑based approach that centers equity. Position and Tenure This is a Term‑Limited Temporary (TLT) role currently anticipated to last 12 months, though the end date may be adjusted based on funding decisions. It can also be filled as a Special Duty assignment for eligible county employees. Work Schedule Monday–Friday. Employees may choose from a limited number of work schedules within the core business hours of 9:00 am to 4:00 pm. Remote and Onsite Work The team works in a hybrid model, with days in the office and telecommuting. The ratio of remote to onsite work will depend on business needs and may change. The primary onsite location is Chinook Building – 401 5th Ave., Seattle, WA 98104. Responsibilities Maintain readiness of Public Health’s physical and virtual emergency operations centers through regular testing and maintenance of systems and equipment. Rapidly set up the operations center when an emergency occurs, customizing features to the incident and ensuring it functions well throughout the response. Maintain content and attachments like checklists and templates for the Public Health Response Guide and improve procedures and materials based on lessons learned. Manage Public Health’s 24/7 Duty Officer program, updating call triage procedures, coordinating shift coverage, and transferring the line to the incoming Duty Officer each Tuesday. Provide training and technical support for staff on emergency response systems, equipment, and procedures. Gather and analyze data to support emergency response capabilities. Manage redundant communication systems, including the Public Safety Emergency Radio Network, emergency response inboxes, the Government Emergency Telecommunications System, the Wireless Priority System, and a database of emergency contacts. Serve as site administrator for IT systems that support emergency response operations, such as WASecures, WebEOC, and WATrac. Maintain Preparedness Section IT assets, including SharePoint sites and the Preparedness Section Calendar. Serve in the Logistics Section during emergency responses. Support other activities of the Preparedness program’s Operations & Systems team as assigned. Ideal Candidate Experience maintaining emergency response systems and documentation for a public, private, or nonprofit organization. Familiarity with the Incident Command System and the National Incident Management Framework. Experience designing and maintaining Teams and SharePoint sites and proficiency with Microsoft Office 365 features and apps such as Lists and Forms. Program management skills: customer service, ownership, self‑directed learning. Project management skills: creating project work plans, managing timelines, and prioritization. Strong technical writing and presentation skills. Creative problem‑solving abilities. Ability to maintain good team relationships and work with people from diverse backgrounds. Technical skills for system administration of an IT system. Commitment to inclusive, accessible, and culturally appropriate response strategies. Valid driver’s license and ability to drive a county vehicle. Desired Candidate Familiarity with public health roles in emergencies and relevant preparedness principles. Completion of trainings on the Incident Command System or health, medical, and mortuary response operations.
