Children Services Administrator

JOB DUTIES Supervise and assign work to Children Services supervisors. Organize and direct the development, planning, and implementation of the various services within the Division’s programs, ensuring compliance with State, Federal, and Local laws and regulations. [30%] Implement procedures for carrying out rules, assist in policy development for Children Services Programs, review cases, and ensure compliance with applicable laws. Oversee negotiation and review of financial contracts/memoranda of understanding. Conduct monthly staff meetings with supervisors and discuss disciplinary actions, evaluations, and training of staff. [30%] Perform public relations functions, including developing resources to inform and educate the public about agency services, presenting information to community groups, and representing the agency’s State partners in the community. [30%] Prepare reports, keep statistics, and draft business letters. Interview applicants and make recommendations for hiring new employees. Attend seminars, meetings, and training sessions. MAJOR WORKER CHARACTERISTICS Knowledge of supervisory practices, interviewing, personnel practices, training and development principles, laws, rules and regulations concerning the Children Services program, office practices and procedures, and program planning and development. Skills in written and oral communication, organization, and supervising. Ability to extract information from various sources, work with others, maintain accurate records, supervise, complete documents and forms, advise and provide guidance to others, develop corrective action plans, monitor program cases, and assign work to others. MINIMUM CLASS QUALIFICATIONS FOR EMPLOYMENT Completion of a bachelor’s degree in social work, public administration, management, or a social services‑related field, plus two (2) years of experience in a public service agency with knowledge of the Children Services program, policies and procedures, and three (3) years of supervisory experience or an equivalent of education, training and/or experience. ADDITIONAL REQUIREMENTS N/A SUPERVISORY RESPONSIBILITIES Directly supervise and manage division supervisors, including setting work duties, counseling, disciplining staff as required, and conducting annual reviews. UNUSUAL WORKING CONDITIONS The administrator has substantial responsibility for the physical safety of children who are suspected of being abused or neglected. These children are incapable of protecting themselves from this type of treatment. Serious mistakes in failing to remove them from homes could conceivably cause death or permanent disability. The position also carries considerable responsibility for the psychological safety of these children; failure to promptly remove an endangered child could potentially cause extreme psychological distress or emotional problems requiring long‑term treatment and/or brief hospitalization. Additionally, the position involves a very limited probability of any injury. The incumbent may occasionally interact with angry or hostile clients.
