GENERAL STATEMENT OF JOB Performs intermediate technical work on an assigned shift dispatching law enforcement, fire, emergency medical service, and non-emergency calls for service. Work is performed under the limited supervision of the Telecommunicator Supervisor. Specific Duties and Responsibilities Operate emergency communications systems including multi-line 911 telephone system and computer-aided dispatch system to receive and transmit messages for county law enforcement, municipal police departments, volunteer fire departments, animal enforcement, rescue squads, and emergency medical services. Receive and screen complaints and requests for service by telephone, computer terminal, or radio; obtain necessary information, determine priority, and classify calls. Dispatch necessary officials and/or advise callers of proper contact for assistance or information. Assist emergency response personnel by providing directions, patient information, and times via radio and sending pertinent information via facsimile machine. Provide post-dispatch and pre-arrival instructions for medical calls as defined by the County adopted emergency medical dispatch protocols, and for fire calls as defined by the County adopted emergency fire dispatch protocols. Monitor and operate the Telecommunication Device for the Deaf (TDD) to communicate with speech and/or hearing-impaired callers. Operate a computer terminal connected to a network that includes various databases to make DCI and NCIC entries, retrieve information from the Department of Motor Vehicles database for law enforcement officers, correspond with other agencies through the computer system, and maintain records of information obtained. Maintain tangible computer records and logs of all calls and services requested with response times; prepare activity logs and reports, including wrecker logs, NCIC logs, center checks log, briefing reports, and bi-weekly trainee work summaries. Establish and maintain a variety of tangible files, filing and retrieving information as requested or otherwise necessary. Ensure proper notifications are made on designated nature codes to proper on-duty or on-call emergency personnel. Operate the Reverse 911 system for public emergency notifications and call-back requests of emergency personnel; conduct weekly tests and training to assure proper functioning of software. Coordinate critical action in response to National Warning System, Nuclear Plant Warning System, severe weather reports, and other public safety events. Perform routine maintenance and minor repairs on emergency communications equipment; report repair needs to the on-duty supervisor or director. Answer telephone inquiries, provide information based on knowledge of county programs and activities, or refer callers to appropriate personnel; route messages for department personnel as needed. Assist in training new employees, working directly with them throughout their training/probation period; complete and review reports on trainees' progress. Maintain and monitor radio or telephone pager for on-duty communication purposes and scheduling needs. Remain on call 24 hours a day for emergency situations; accept assigned on-call days for scheduling needs. Perform other related work as required. Minimum Training and Experience High school diploma or GED and moderate experience in general clerical work, including basic computer knowledge, or an equivalent combination of education and experience. Special Requirements Valid driver's license in the State of North Carolina. DCI (Division of Criminal Information System) certification issued by the State Bureau of Investigation. EMD (Emergency Medical Dispatch) and EFD (Emergency Fire Dispatch) certifications. CPR and Telecommunicator Certification supported by the N.C. Sheriff’s Commission. Maintain a credible reputation as outlined by the N.C. Sheriff’s Commission and the Emergency Communications Center for the Telecommunicator Certification. Minimum Qualifications or Standards Required Physical requirements: Must complete a medical physical before hire, be able to operate a variety of machinery and equipment, and exert specified force levels as described. Data conception: Ability to compare and/or judge the characteristics of data, people or things. Interpersonal communication: Ability to speak and/or signal people to convey or exchange information. Language ability: Ability to read, prepare, and speak on reports, procedures, and communications using technical terminology. Intelligence: Ability to apply rational systems to solve practical problems in limited-standardization situations. Verbal aptitude: Ability to record and deliver information, explain procedures, and follow oral and written instructions. Numerical aptitude: Basic arithmetic and interpretation of graphs. Form/spatial aptitude: Ability to inspect items for proper dimensions. Motor coordination: Ability to coordinate hands and eyes rapidly and accurately in using communications equipment. Manual dexterity: Ability to handle a variety of office and communications equipment with coordination. Color discrimination: Ability to differentiate between colors and shades. Interpersonal temperament: Ability to adapt to performing under stress and dealing with people in emergency situations. Physical communication: Ability to talk and hear, including communication via telephone, radios, TDD, and computer terminal. Knowledge, Skills and Abilities Working knowledge of the geographical layout of the County, including streets, buildings, and landmarks. Working knowledge of the operation and location of law enforcement and emergency service units. Some knowledge of two-way radio equipment operation and FCC regulations. Some knowledge of Standard Operating Procedures for an emergency communications center. Skill in operating emergency communication equipment and computer systems and databases used by the Department. Ability to exercise sound independent judgment and initiative in receiving messages, responding to emergencies, and dispatching calls. Ability to elicit information required for proper dispatching from distressed persons. Ability to exercise tact and poise when collecting information from distressed persons. Ability to maintain professionalism under high-stress conditions. Ability to read and interpret maps, speak clearly, politely, and deal tactfully with the public. Ability to maintain effective files, records, and reports and establish working relationships necessary for job assignments. Ability to remain on call 24/7 for emergency and scheduling needs.
