Job Title

Major Duties Include, But Are Not Limited To, The Following:

GS-11:

• Serves as a liaison between regional management and the OASAM Shared Services units (Office of Human Resources, Procurement, Finance, etc.) regarding the regulations, policies, and procedures to address recruitment and placement actions; workplace flexibilities, time and attendance, employee/labor relations; conduct, performance, reassignments; promotions; EEO; incentive awards; procurement; etc.
• Provides technical assistance to Regional Program Officials and Area Directors in establishing and analyzing/evaluating management objectives for the purpose of assessing and improving effectiveness of the line program operations.
• Develops procedures and systems such as those designed to prevent waste, loss, unauthorized use of or, misappropriation of assets; work measurement programs and reports; and self-evaluation and other management devices.
• Serves as a team member at the on-site audits of the regional offices and Area Offices to assure that the offices are administering their personnel and financial responsibilities in accordance with established guidelines.
• Reviews and analyzes working files, performance elements and standards, and time and attendance records.

GS-12:

• Ensures the proper and consistent implementation and application of policies, procedures, practices, and laws by advising staff throughout the region about various requirements to ensure the Region is in compliance.
• Prepares budget requests, and monthly/quarterly financial reports are prepared accurately and within the established time frame.
• Works closely with OASAM's financial office to ensure that requested financial transactions/issues are resolved and complete.
• Plans, develops, and implements a comprehensive regional management analysis system primarily related to administrative management activities within the Region.
• Obtains data from a variety of sources for analysis using Department of Labor and OSHA information systems.
• Conducts or directs management surveys and analysis including, but not limited to, regional and field office policy and procedures; organizational structures and delegations of authority; and operations and work relationships

As the employee progresses, the assignments will become more difficult and complex with less supervision.
