Supervisory Librarian

Navy Region Southeast Fleet and Family Readiness (FFR)

Summary This position is assigned to Non‑appropriated Fund (NAF) Navy General Library Programs, Morale, Welfare, and Recreation (MWR), Fleet Readiness (N92), and Fleet and Family Readiness aboard NAS Pensacola. The purpose of this role is to provide administration and management for a library program at a CNIC installation library program. Duties Supervise the work of employees, NF‑03 (GS‑05 to 08 equivalent) and NF‑04 (GS‑09 equivalent), and other staff such as Active Duty personnel, contractors, student trainees, and volunteers. Perform full‑range supervisory duties including mentoring, assigning work, defining priorities, and recommending applicants for hire. Recommend pay adjustments and awards, and recommend and execute training. Initiate corrective actions and recommend formal disciplinary actions as warranted. Implement personnel action requests (SF‑52) and ensure timekeeping documents are submitted in accordance with local direction. Ensure interviews and selections of new hires are performed in accordance with established hiring practices. Lead and instruct subordinate staff in administering both traditional and non‑traditional library programs that support diverse cultural, educational, and recreational community activities. Oversee day‑to‑day operations of the library program, assisting with staffing, training, program planning, and scheduling. Plan, budget, coordinate, publicize, market, and execute library programs, including the Annual Summer Reading Program, early literacy programs, and other events for patrons of all ages. Establish installation library program goals and priorities, ensuring progressive program development and technological advancement. Maintain currency in library management trends, technology, techniques, and materials. Apply knowledge to create and achieve program goals and objectives. Manage library technical services operations and coordinate leisure skills development activities supporting the library and MWR missions. Utilize online databases, computer systems, and approved software to facilitate budget execution, circulations, technical services, and reference duties. Provide general reference and reader advisory services to patrons. Perform accurate descriptive cataloging or copy cataloging by creating or modifying bibliographic records in the CNIC HQ Library Program-approved Integrated Library System (ILS). Lead library collection development projects, including implementing the CREW method of weeding, selecting library materials, and leading a collection development team at the branch library. Develop contacts, create professional proposals, and execute agreements with follow‑ups. Create library programs, services, publicity, and marketing materials for review and approval. Partner with other MWR programs and personnel to promote library activities and provide programming assistance. Sserve as liaison for MWR related activities and other tenant commands on base. Promote and market library services through outreach opportunities on base, including Child Development Centers, base leadership meetings, staff indoctrinations, and other group functions. Advises senior leadership on program‑related operational impacts. Provide administrative duties and support through after‑action reports, data collection, and database administration, including program metrics and facility utilization. Respond to data calls and accurately report program utilization and metrics. Solicit input from all library staff regarding internal short‑ and long‑range goals, business plan objectives, and program standards to solidify a team environment. Monitor library program standards and routinely evaluate and review ongoing programs, providing guidance on program development and improvement. Generate and implement standard operating procedures, marketing plans, technology plans, and annual strategic plans. Perform regular analysis of projects and programs, considering operating budget, staffing requirements, plans, trends, command mission, and changing population. Perform other duties as assigned. Requirements Meet Federal Employment suitability requirements and successfully complete a background investigation. Pass the E‑Verify employment verification check. Complete Personal Identity Verification (PIV) process requiring two forms of identification from the Form I‑9. May be required to pass pre‑employment examinations. Hold a valid State driver’s license to operate motor vehicles. Salary must be sent by direct deposit or electronic funds transfer. Selective Service registration required for males born after 12/31/1959. Work requires standing, walking, bending, and driving; ability to lift, pull, push, and carry 45 pounds or occasionally heavier items. Key Requirements / Conditions of Employment Males must be registered or exempt from Selective Service. Selectee must be determined suitable for federal employment. Selectee may be required to successfully complete a probationary period. Selectee is required to participate in the direct deposit pay program. Social Security Card is required. Complete employment verification (E‑VERIFY) check, and as of May 7 2025, possess a REAL ID or passport to access government facilities. A favorable background is required; failure to maintain a favorable background may result in withdrawal of the offer or removal. Education Master’s degree in Library Science from an ALA‑accredited institution and three years of progressively responsible library‑related work experience, including one full year of supervisory experience. Additional Requirements Requirement of access to IT II system and/or protection of personally identifiable information (PII) for this sensitive position. National Agency Check with In‑depth (NACI) investigation is required via the SF‑86 security form. Required to submit a Financial Disclosure Statement, OGE‑450, and the Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually. Salary is dependent on experience and/or education. For positions requiring travel more than twice per year, selectee must obtain and maintain a Government‑issued Travel Card for official government travel.
