Job Details Job Location: Doral 5605 NW 82ND Avenue - Doral, FL 33166 Position Type: Full Time Education Level: 4 Year Degree Salary Range: $70,000.00 - $70,000.00 Salary/year Position Summary: The Training and Development Manager is responsible for developing and implementing training strategies to improve case management staff quality and retention. They collaborate with internal and external partners to identify performance gaps and create targeted training programs that meet state and contractual requirements. The specialist oversees staff certification, coordinates training logistics, and ensures compliance with ongoing certification and training requirements. Additionally, they assess the effectiveness of training programs and provide support to reinforce learning outcomes and promote professional development. Essential Job Functions Develop and implement new training, strategies and practices to improve the quality and retention of case management staff. Collaborate with agency Quality Improvement Department to identify performance deficits and gaps for training needs. Evaluate the skills, knowledge, abilities and performance of the agency child welfare work force to assess training needs and provide the appropriate interventions to enhance performance and outcomes. Collaborate with internal and external partners to develop training plans that meets performance goals, contractual and statutory requirements. Oversee the coordination and registration of new case management trainees into Pre-service training, Florida Certification Board, and My Florida Learns to facilitate the training and certification of these new staff. Oversee, coordinate and assess the Field Coaching Program. Maintain information systems/ learning management system to provide accurate Monthly Retention Reports, Annual Training Plans, and Quarterly Training Reports. Design and implement comprehensive pre-service and in-service training programs for case management staff, utilizing DCF-approved curricula and structured field training activities. Develop and deliver targeted training sessions for supervisors and system of care community partners as needed. Ensure training content encompasses critical thinking skills, knowledge of applicable federal and state laws, and adherence to departmental policies related to child welfare protective services. Ensure all case managers and supervisors obtain child welfare certification within 12 months of completing pre-service training, as mandated by state regulations. Monitor and document staff compliance with ongoing certification and training requirements, including in-service training hours and specialized training in areas such as domestic violence, substance abuse, and children’s mental health Maintain accurate training records, including attendance logs, training certificates, and completion reports. Prepare and submit the Title IV-E training report as required by DCF. Manage training logistics, scheduling, participant registration, and attendance tracking. Assess the effectiveness and impact of training programs through surveys, evaluations, and feedback analysis. Provide post-training support, such as coaching and mentoring, to reinforce learning outcomes and promote professional development. Develop and maintain the provider's written Annual and Quarterly Training Plans and Retention of Staff Plan, detailing processes for hiring, onboarding, orientation, ongoing training, coaching, and development of all case management and supervisory staff. Establish policies to ensure immediate reporting of ethics violations, including timely submission of complaints to the Florida Certification Board (FCB). Serve as the primary point of contact for the CFCN Training Department, ensuring effective communication and collaboration. Provide quarterly updates to CFCN on staff certification statuses, highlighting any changes to ensure compliance with state requirements. Ensure staff receive initial and ongoing training, consultation, and support necessary to deliver services, including training in Florida’s Child Welfare Practice Model and evidence-based practices such as Motivational Interviewing. Support and enhance a competent, skilled, and professional workforce to deliver services by ensuring staff are qualified to provide services or programs that are consistent with the selected practice models. Attend Quarterly Training meeting with CBC Provide direct supervision, guidance, coaching, and performance oversight to Practice Specialists. Ensures assigned staff maintain all required certifications and remain in compliance with applicable Florida Certification Board requirements. Monitor Practice Specialist workload, productivity, case responsibilities, and practice-support assignments. Ensure Practice Specialists maintain a reduced caseload of dependency cases to support continued competency and practical application of current child welfare practices. Provide oversight of case management activities assigned to Practice Specialists and ensure compliance with applicable policies, procedures, contractual requirements, documentation standards, court expectations, and required timeframes. Ensure Practice Specialists effectively balance case responsibilities with training and staff-development assignments. Assign and coordinate Practice Specialists to provide mentoring and coaching to new and existing child welfare staff. Coordinate joint field visits between Practice Specialists and case management staff to provide observation, modeling, coaching, and practical skill development. Oversee Practice Specialist participation in case consultations, staffings, and other practice-development activities. Ensure Practice Specialists provide individualized support to staff who require additional guidance in applying child welfare practices, policies, procedures, and case management expectations. Occasional after-hours assignments may be required based on operational and organizational needs. Performs other related duties and responsibilities as assigned to support departmental and organizational needs. Qualifications Essential Qualifications Certifications/Licensures: Certification as a Certified Case Manager (CBHCM or CWCM) in good standing by an agency approved and recognized by the Florida Certification Board is preferred. Education: Bachelor’s degree in social work or a related field, with at least three (3) years of experience in human services or child welfare programs. Experience and Competencies: Two years of previously supervised work experience in child welfare related field. Bilingual is preferred. Physical required prior to hire; paid by agency Expertise with the Florida Child Welfare Practice Model and knowledgeable in Child Welfare electronic system of record (FSFN or CCWIS). Possess strong leadership, communication, problem-solving, and decision-making skills. Availability to work a flexible schedule as required by the department, including nights and weekends. Possess a current Background Clearance Screening Letter as required by DCF. Valid Florida driver’s license and ability to obtain and maintain WestCare’s vehicleinsurance is required; The ability to identify and evaluate an individual’s strengths, barriers, problems, andneeds for the development of a Wellness and Recovery Plan The ability to write assessments, progress notes, discharge summaries, and other consumer related data Knowledge of the inter-relationship among substance use, mental health, and primary care disorders Knowledge and application of developmental theories The ability to evaluate the impact of substance use and mental health problems on theconsumer’s functioning in major life area The ability to coordinate and integrate multiple services, as well as interface and communicate with internal and external providers The ability to provide information to individuals and families concerning alcohol or other drug abuse, mental health problems, and the available services and resources The ability to identify the needs of a consumer that cannot be met by the agency and to assist the consumer/family to utilize the support systems and community resources available The ability to identify crises when they surface; mitigate or resolve the immediate problem; and de-escalate the situation, including the ability to develop Safety Plans, as needed The ability to assess the individual’s growth and development relative to normative development for his/her chronological age, including physical, emotional, cognitive, educational, and social development Understanding of the relationship among mental health, substance use, physical health, and medication use on daily functioning Understanding and application of federal, state, local and agency confidentiality rules and professional standards of conduct Understanding of family dynamics, family roles, and family structure Understanding of professional ethics, consumer rights, and professional responsibilities Ability to communicate appropriately and effectively with members of a multidisciplinary team Ability to organize, interpret, and communicate data in a comprehensive and effective manner Ability to handle multiple tasks and effectively prioritize Ability to network with internal and external departments and agencies Understanding of issues related to prevention, intervention and treatment. Ability to use trauma informed care principles including ensuring consumer safety, preventing/avoiding re-traumatization, maximizing trustworthiness, enhancing consumer choice, maximizing collaboration, and emphasizing empowerment Ability to identify and describe key signs, symptoms, impact and manifestations of trauma Aware of the differences between trauma informed and trauma-specific services Understands the bidirectional relationships among substance use and mental disorders and trauma Understands the differences among various kinds of abuse and trauma. Strong organizational and project management skills Working Conditions Work is primarily performed in an office or outpatient treatment setting. Some outdoor activities may be required. Essential Physical and Mental Demands of the Job Physical Demands Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques. Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public,and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly. Requires hearing: Hearing is required to receive and communicate detailed information through oral communication. Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility. The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.
