Associate Director, Housing Operations & Compliance

Classification: Full-Time, Exempt

Position Summary

The Associate Director, Housing Operations & Compliance supports the oversight of property operations, compliance, procurement, vendor management, occupancy, financial performance, and resident-service standards across HR Legacy Commercial’s affordable and public housing portfolio. The role works closely with property teams and corporate leadership to ensure consistent operations, regulatory compliance, and achievement of client and company performance goals.

Primary Responsibilities

• Provide operational oversight and support to Property Managers and site teams.

• Monitor occupancy, vacancies, offline units, unit turns, collections, work orders, inspections, and recertifications.

• Support compliance with CHA, HUD, Fair Housing, LIHTC, HCV/Section 8, and company requirements.

• Assist with audits, file reviews, corrective-action plans, and inspection readiness.

• Review property performance reports and identify operational or compliance risks.

• Support procurement activities, including vendor sourcing, bids, quotes, purchase requests, and contract administration.

• Develop and review scopes of work and vendor proposals.

• Verify vendor insurance, licenses, W-9s, certifications, and required compliance documentation.

• Monitor vendor performance, pricing, service quality, and contract requirements.

• Coordinate with accounting regarding invoices, purchase orders, budgets, and payment issues.

• Monitor property budgets and assist with expense control and cost-saving initiatives.

• Assist with occupancy improvement, vacancy reduction, and unit-turn strategies.

• Provide coaching, training, and operational guidance to property staff.

• Participate in client, property, vendor, and leadership meetings.

• Prepare reports and provide updates on property performance, compliance, procurement, and corrective actions.

Minimum Qualifications

• Five or more years of experience in property management, affordable housing, public housing, compliance, or related operations.

• Experience overseeing multiple properties or property-management teams preferred.

• Working knowledge of HUD and affordable housing requirements.

• Experience with procurement, vendor management, or contract administration preferred.

• Strong knowledge of property operations, budgets, compliance, and performance reporting.

• Strong communication, organization, analytical, and problem-solving skills.

Preferred Qualifications

• Experience with CHA or another public housing authority.

• Experience with HUD, LIHTC, HCV/Section 8, or affordable housing programs.

• Experience with Yardi or similar property-management software.

• Experience with government or public-sector procurement.
