Supervisory Fleet Manager

Summary Primary responsibility is to provide program management, leadership, and instruction to the Eastern Oklahoma VA Healthcare System (EOVAHCS) by managing utilization, lifecycle replacements, and incident reporting. The incumbent will be responsible for directing, assisting, and instructing all facility employees on the use of government vehicles including GSA leased and VA owned. Qualifications To qualify for this position applicants must meet all requirements by the closing date of this announcement – 07/09/2026. Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑11 position you must have served 52 weeks at the GS‑09. The grade may have been in any occupation – but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year it may not clearly demonstrate one‑year time‑in‑grade; in that instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. NOTE: Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized experience for this position includes but is not limited to experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: responsible for directing, assisting, and instructing all facility employees on the use of government vehicles; approving credit card transactions attached to each vehicle; ensuring the Fleet Management Program follows all guidelines, procedures, safety requirements, health system policies; and ensuring all municipal, state, and federal government regulations are adhered to. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, and hours worked per week. OR – Education: Applicant may also qualify based on education. At this level applicants are required to have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. – if related – with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist – Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials. OR – Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience may be used to meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist – Mobility Manager position. Experience refers to paid and unpaid experience – including volunteer work done through National Service programs such as Peace Corps or AmeriCorps and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Credit will be received for all qualifying experience, including volunteer experience. Physical Requirement: Work is sedentary; however, it also involves walking, standing, bending, and carrying items – including books, supplies, and parts – as well as driving motor vehicles. Travel is required for inspection of maintenance and repair work, accident investigation, etc. Driver License Requirement: A current valid state‑issued driver's license is required. If an interview is requested you will be required to provide your driver's license for verification purposes. Duties Major duties of this position include but are not limited to: exercises supervision over the daily activities of full‑time staff assigned to assist in carrying out the functions of the unit’s fleet management and grounds keeping responsibilities. Assures the effective and efficient administration of activities supervised. Plans work to be accomplished by subordinates and sets and adjusts short‑term priorities. Interviews candidates for vacant positions and recommends selections. Hea rns and resolves complaints and grievances from employees. Effects minor disciplinary measures. Identifies training needs of employees and assures the conduct of such training. Assigns work to subordinates based on the capabilities of the employees. Evaluates work performance of subordinates. Advises, counsels or instructs employees on both work and administrative matters. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to productivity. Manages the operation and administration of the combined Transportation/Grounds and Fleet Unit. Establishes deadlines, priorities, and work assignments based on general work schedules, methods, requirements, and policies established by higher levels of supervision. Priorities include general maintenance of vehicles – handling wrecks and accident claims – managing U.S. bank and toll fees – overseeing registration and associated fees – and cycling assignments across different sections. Schedules and maintains necessary grounds maintenance requirements by supervising in‑house grounds maintenance staff responsible for the same contract requirements. Manages movement of material and equipment throughout the facility and amongst satellite locations as directed. Participates in the establishment of local policies for achieving management objectives and goals and represents management on such matters as required. Monitors and tracks maintenance requirements in TMS – verifies that all licenses and documentation are current. Follows all guidelines, procedures, safety requirements, health system policies, and ensures all municipal, state, and federal government regulations are adhered to. Manages the annual budget by performing trend analysis and projecting inflationary increases and fluctuations in program scope of responsibility. Participates in annual budget preparation and the initial planning of current and future work schedules – staffing needs – estimates – and recommendations for scheduling projected work. Ensures materials are ordered and delivered to the work site in a timely manner to prevent delays – including vehicle‑related parts, specialized equipment, and required items for units such as the MMU (e.g., sharps containers, fire extinguishers, and other mission specific supplies). Responsible for the overall management of the hours, maintenance, and any additional items for 160 vehicles – passenger cars, passenger vans, cargo vans, ambulances, Mobile Medical Units (MMU), passenger buses, pickup trucks, and trailers. Ensures varying deadlines and production schedules are met to fulfill projected needs, including lifecycle vehicle replacement – including special vehicles such as police vehicles – and special equipment for special vehicles. Maintains production reports, records, and prepares cost estimates for various materials and equipment needed. Schedules and maintains necessary transportation requirements. Coordinates with engineers and other maintenance personnel to ensure vehicles are kept in safe and dependable condition.
