Supervisory Transportation Program Specialist - DIRECT HIRE

Summary Deputy Regional Administrator in Office of the Federal Transit Administration (FTA) Region 5, Chicago, IL. Reports to the Regional Administrator. Duties / Responsibilities As a Supervisory Transportation Program Specialist, you will: Direct and manage Federal‑aid planning, capital and operating grants, ensuring projects are initiated and implemented considering environmental, engineering, economic, social, and technological factors. Ensure all project development actions follow policy and recommend FTA project financing approval or disapproval. Provide executive direction for project planning and management programs and oversee FTA grant management. Provide direction for civil rights and legal actions consistent with delegations of authority. Supervise regional administrative, planning, financial, and oversight staff; manage resources, policies, budgets, financial audits, and general administration. Represent the Office in personnel matters. Ideal Candidate Senior‑level professional with experience managing cross‑disciplined teams and large transportation projects. Strong written and verbal communication skills, ability to convey ideas to senior stakeholders, strong work ethic, and resilience in high‑pressure environments. Requirements / Conditions of Employment U.S. citizen; meet specialized experience requirements. Submit application and resume online by closing date. Selective Service registration required for males born after 12/31/1959. Government contractor‑issued travel card required for travel. Background security investigation required; appointment contingent on successful completion. Qualifications (Individual Occupation Requirement) Demonstrated knowledge of transportation functions relevant to the position. At least one year of specialized experience equivalent to GS‑14 (for Grade 15). Experience includes: Leading, managing, and supervising staff responsible for program, operations, and project delivery; providing policy guidance and creating innovative solutions. Interpreting, developing, and implementing rules, regulations, and policy; negotiating program, policy, and project issues. Planning, managing, and overseeing agency initiatives, contracting procedures; knowledge of contract law and Federal Transit Act. Knowledge, Skills, and Abilities (KSAs) Written and Oral Communication – clear, concise, and convincing presentations and writing. Strategic Thinking – formulating strategies, examining policy issues, setting priorities, anticipating threats and opportunities. Leadership – influencing, motivating, and adapting leadership styles to varying situations. Transportation Program Management – comprehensive knowledge of federal, state, and local transportation partners and funding mechanisms. Education Undergraduate and graduate study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or related fields.
