Counterintelligence Analyst II

ANG is seeking a Counterintelligence Analyst to support the Office of Special Investigations (OSI) as part of a cross-functional Department of the Air Force (DAF) team charged with developing, implementing, and overseeing the Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Due Diligence process. This position is onsite at Wright Patterson AFB, Dayton, Ohio. Essential Functions Support, develop, and contribute to the comprehensive review of SBIR/STTR proposals and associated vendors, working with OSI, OCEA, AFWERX. Expected workload: ~2,000 reviews/year. Perform research and analysis of companies to identify patterns, concerns, or threats aiding the identification of foreign intelligence entities and other adversarial threats. Annually produce an analytic product summarizing trends and threats from foreign entities to supported SBIR/STTR elements. Establish a process to continually monitor previously assessed companies for new or developing FOCI concerns, in collaboration with AFWERX, OCEA, and OSI. Provide analytical support to agents, other analytical divisions, and OSI leadership in support of related investigative and national security efforts. Identify trends and actions of intellectual property theft and technology transfer investigated by OSI, and provide informational briefings outlining findings. Identify access and threat vectors exploited by foreign intelligence or other adversaries to target DAF/DOD programs and associated supply chains, and provide briefings and analytical products for risk mitigation. Produce and publish analytical products via portal, SharePoint, and other electronic methods for OSI leadership, OSI field offices, and SBA leadership/customers. Maintain accurate and up-to-date records of all counterintelligence assessments and associated documentation. Conduct counterintelligence assessments on potential SBIR/STTR vendors and proposals to identify foreign ownership, control, or influence and cybersecurity and regulatory risks. Collaborate with internal and external stakeholders to ensure timely and effective assessments. Maintain up-to-date knowledge of relevant laws, regulations, and industry best practices related to counterintelligence, FOCI, cybersecurity, and regulatory risk. Report recommendations and inputs to the OSI Technical Lead. Manage case closures and develop procedures for the OSI SBIR/STTR Due Diligence Team. Competencies Knowledge of counterintelligence functional services and principles. At least one year of experience conducting research across multiple acquisition and intelligence databases and networks (e.g., CHROME, TAC, SAM, EDGAR, Lexis Nexus) to prepare foreign intelligence threat assessment reports. Effective oral and written communication skills, including clear concise reports and presentations. Supervisory Responsibility None required for this position. Work Environment Professional office environment using standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines. Physical Demands Remain stationary 75% of the time; occasionally move within office. Operate computer and office machinery constantly. Frequently move standard office equipment up to 25 pounds. Work indoors 90% of the time. Position Type / Expected Hours of Work Full‑time position, Monday – Friday. Travel Primarily local during business day; occasional out‑of‑area travel and overnight stays may be expected. Experience Presentation and written skills essential; findings presented orally and in writing. Demonstrated ability to work from limited and evolving guidance to produce timely effective results. Ability to work independently and with personnel from multiple organizations. Experience with SBIR/STTR. Experience conducting all‑source CI analysis to assess threats posed by companies with identified risks via threat assessment reports. At least three (3) years experience collecting, evaluating and analyzing raw and processed intelligence reporting concerning threats to DoD technologies. At least three (3) years experience in intelligence analysis and research methodologies (statistical methods, link, pattern, timeline analysis, database manipulation) and one year of knowledge in producing finished intelligence adhering to DNI analytic tradecraft standards. At least three (3) years experience using analytical software and presentation tools (Analyst Notebook, Microsoft Publisher, PowerPoint, Adobe suite). Must be able to use these tools without extensive training. At least three (3) years experience with link analysis, connecting foreign intelligence entities and operations. Two or more years experience and judgment in planning and accomplishing work independently or as part of a working group or team to provide timely responses to Requests for Information. Education Bachelor’s degree with 5 years of experience or equivalent (10 years of professional experience) in lieu of a degree. Additional Eligibility Qualifications Knowledge of Joint Publication 2‑0. Knowledge of Intelligence Community Directives 203, 205, 206, 211, 731. Knowledge of DoDD 5240.10 and 5240.02. Knowledge of DoDI 5000.86, 5240.04, 5240.18, 5240.19, 5240.24. Security Clearance Must possess or be able to obtain/maintain a TS/SCI security clearance.
