Division Manager-Parks Maintenance Superintendent

Position Overview Chapel Hill Parks and Recreation seeks a Park Maintenance Division Manager to provide strategic leadership for the Park Maintenance division, overseeing staff, operations, and large‑scale contracts throughout the town. Essential Functions Directly supervise three Park Maintenance Supervisors, conduct evaluations, and manage staffing. Prepare, monitor, and adjust the division budget; submit requests to Senior Manager. Coordinate park, facility, trail development, right‑of‑way enhancements, tree preservation, and project management. Provide exceptional customer service, resolve conflicts, and maintain stakeholder relationships. Recruit, hire, train, evaluate, and recommend corrective action for staff. Develop performance standards, justifications, and narratives; complete related evaluation. Oversee service acquisition, purchasing, and contract selection; negotiate, monitor, and enforce contract compliance. Prepare reports, correspondence, and responses to citizen concerns. Serve on Town emergency response teams during inclement weather and emergencies. Attend conferences, workshops, and trainings to stay abreast of trends. Manage special projects and perform any other duties as assigned. Minimum Qualifications Associate’s degree in agronomy, horticulture, landscape management, parks and recreation management, turfgrass management, or a related field. Minimum five (5) years of experience in a related field. Knowledge, Skills, and Abilities Landscape management practices including horticulture, turf care, arboriculture, and facility maintenance. State and federal laws, Town ordinances, policies, and procedures related to parks and recreation. Budget development, implementation, monitoring, and internal financial controls. Contracting and procurement practices. Principles of management and supervision. Exceptional customer service and conflict resolution. Emergency and safety procedures. Accounting and computerized financial management. Grant requirements and building/facility safety practices. Ability to read and interpret technical, financial, and legal documents; apply mathematical calculations and write reports. Additional Requirements Valid North Carolina driver’s license and reliable transportation. NC Pesticide Operator’s License for Turf and Ornamentals. Preferred Qualifications Bachelor’s degree in a related field. Experience developing and managing budgets. Multilingual proficiency.
