The job of Buyer is to effectively research and acquire the necessary supplies, materials, equipment and services in the most cost effective manner and in compliance with USFR and Arizona State Procurement Code, ensuring that district revenues are effectively utilized while providing district staff with instruction and guidance on order processing, creating and maintaining documentation of audit compliance and decision making required by bidding regulations, carried out in a prompt, efficient, friendly and patient manner.

Essential Functions:

• Reviews requirements and researches current industry standards and the needs of department users.
• Reviews requisitions for purchase of supply, services and equipment items.
• Ensures user requests comply with the current Arizona School District Procurement Rules and the Uniform System of Financial Records and adheres to all policies, regulations and rules.
• Responsible for drafting and issuing high volume, complex and technical bid and proposal documents for single requirements and multi-year commodities and professional services contracts in a manner that ensures compliance with the School District Procurement Rules.
• Responsible for drafting, evaluating and awarding informal quotations.
• Responsible for organizing, planning, ordering and coordinating the implementation of products and services for construction projects and renovations to existing facilities.
• Conducts pre-bid and pre-proposal conferences and answers any inquiries pertaining to solicitations.
• Conducts bid openings in accordance with School District Procurement Rules.
• Establishes and chairs evaluation committees to include evaluating proposals and bids, conducting negotiations with vendors and documenting evaluation processes.
• Debriefs vendors on evaluation process and award.
• Respond in writing to any bid protest that has been filed in strict accordance with the School District Procurement Rules.
• Recommends contract awards to the Purchasing Supervisor and/or Governing Board.
• Administers and monitors contracts.
• Resolves contractor defaults in cases of non-performance and non-compliance with the contractual requirements.
• Resolves contract disputes.
• Issues contract amendments if changes to contracts are necessary.
• Answers questions from vendors, administrators, end-users, and the general public on a variety of procurement issues.
• Applies knowledge of industry standards, market conditions, and sources to research the same, and marketing and finance practices and principals.
• Interacts with vendors to solve problems on orders and to gain product knowledge.
• Coordinates and maintains annual maintenance contracts for copiers, mail machines and all office equipment on a district wide basis.
• Covers purchasing department functions during the absence of, or at the request of, the Purchasing Supervisor.
• Leads and trains Purchasing Staff, as needed, to assist in the Purchasing Department.

Other Functions:

• Assists other personnel for the purpose of supporting them in the completion of their work activities.

• Organizational Impact - Level 2 Work results impact the accuracy, reliability, and acceptability of further results beyond the immediate work section. work results are noticeable and represent a portion of, or support product or service received by the customer or general public.

Experience, Education, and Certifications:

• Experience: Minimum of two (2) years' experience as a Buyer or experience performing Buyer duties for a public school or other public entity.
• Education: BS/BA degree in business or related field and two years of buyer experience. Knowledge of Arizona School District Procurement Rules.
• Certifications/Clearances: Must possess a valid Arizona DPS Level One IVP Fingerprint Clearance Card while employed.
