Please note occasional travel to local field offices and/or agency headquarters in Tallahassee is required.
Field Offices are located in the following cities: Tallahassee, Alachua, Jacksonville, Clearwater, Orlando, Ft. Myers, Delray Beach, and Miami. The Bureau of Field Operations is responsible for the survey and certification process of health care facilities across the State of Florida.
These surveys ensure that all state licensed, and federally certified health care facilities meet the established state and/or federal requirements and patients and residents receive safe, quality health care.
Field Operations staff also ensure the safety of residents in health care facilities when emergencies such as natural disasters occur. This individual is a professional nurse licensed in accordance with Florida Statute 464 and performs complex administrative and consultative functions for the Division of Health Quality Assurance, Bureau of Field Operations, and Survey and Certification Support Branch under the supervision of the Senior Management Analyst Supervisor. This position has been identified as mission essential.
The incumbent in this position may be required to work during the weekend or on holidays.
In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.
Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.
Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Responsibilities include, but are not limited to, provision of training on patient care assessments and practices, leadership in the development of education programs, assessment of learning and resource needs, establishment of educational program for the Division and health care providers, and consultation with other program personnel on nursing matters.
Clinical operations and issues will be coordinated with the Manager of the Survey and Certification Branch and other Division staff, as appropriate.
Prepares training materials and conducts individual and group clinical training, provides assistance to nursing home and Division staff related to long term care, inclusive but not limited to, the survey and enforcement process.
State Operations Manual revisions, interpretive guidelines, interpretation and use of outcome reports and others systems reports, replication of computer based training CDs and videos (when available) for new and existing survey staff.
Travel is required. Performs project-based work as assigned including planning and coordination of surveyor training and participates in training events provided on the office level, regional basis, and/or statewide basis.
Reviews documents and reports which indicate a need for training activity or the potential for problem development.
Consults regarding the assessment of need formation of job aids and performance support tools, impact measurement and process analysis.
Services on Agency and Interagency teams/committees requiring collaboration of entities outside of the Agency to develop and analyze health care regulations, planning, and legislative issues. Responds to and resolves questions related to the clinical aspects of long term care survey investigation.
Provides verbal and written clarification and assistance to all Division staff and applicable health care providers regarding long term care regulations and interpretations.
Directs decisions to escalate identified problems and systematic and recurring problems and clinical issues and prepares managing reports.
This includes maintaining training and procedures, managing confidential data, and identifying data accuracy problems. A good attendance record is essential for any individual in this position, as the work involved occurs daily and is time critical.
The individual in this position is expected to report to work daily and on time.

Knowledge, skills and abilities, including utilization of equipment, required for the position:
Knowledge of the principles of nursing practice, state licensure, and federal certification requirements.
Knowledge of inspection of care process.
Skills are needed in the techniques of oral communication, especially attentive listening, interview procedures, and methods of documentation review.
Ability to plan and organize is required to ensure timely completion of survey responsibilities.
Ability to write reports.
Ability to utilize microcomputer equipment and software to enter, retrieve, and manipulate data required to perform licensure and certification functions.
Skills in interpersonal communication, problem solving, and investigational technique.
Ability to ambulate, bend, and lift up to 25 pounds with or without accommodations. (Laptop computers, manuals, etc.)
Ability to work before and after normal work hours, including on weekends and holidays.
