Job Summary:

This position works closely with Government leadership, the Contracting Officer's Representative (COR), and Human Development (HD) leadership to ensure high-quality service delivery across multiple human capital functions. The DPM is responsible for overseeing daily operations, maintaining quality standards, supporting workforce management initiatives, and driving strategic process improvements across the organization.

Responsibilities:

• Act as the alternate primary point of contact to the Contracting Officer, COR, and HD leadership, and assume full Program Manager authority in the Program Manager’s absence. 
• Share responsibility for technical, financial, and contractual performance, including staffing and responses to taskings. 
• Oversee day-to-day operational execution and internal quality control so the team meets the contract's performance standards and the Government's Quality Assurance Surveillance Plan (QASP). 
• Coordinate work and integration across the five HD offices: Workforce & Management Services, the NGA College, Talent Acquisition, Human Capital Advanced Capabilities, and Business Innovation. 
• Support the phase-in transition and Knowledge Transfer and Capture Plan, and help keep staffing at 95% or better. 
• Manage recruiting, onboarding, and clearance processing for program staff, and plan for attrition and relief coverage. 
• Consolidate weekly and monthly activity reports for each HD office, and prepare content for Quarterly Program Management Reviews. 
• Run weekly resource meetings and deliver meeting minutes to the COR within two business days. 
• Maintain the program’s Quality Control Plan, and lead responses to any Contractor Discrepancy Reports, including root cause and corrective action. 
• Oversee SOP and process map updates across HD functional areas, and track process improvements. 
• Help coordinate the use of AI tools across HD offices to improve efficiency and service delivery. 
• Be physically on site at NGA Washington each business day (shared with the Program Manager) and available to Government leadership for in-person coordination. 

Education and Experience:

• Minimum of ten (10) years of human resources experience 
• Five (5) years as a Program Manager on a program of similar scope and size to HRM II. 
• Three (3) years managing geographically dispersed human resources operations. 
• Two (2) years leading complex federal contract transitions. 

Required Skills:

• Demonstrated ability to communicate effectively and build relationships with senior-level managers and executives. 
• Proven track record managing cross-functional teams across multiple geographic locations. 
• Experience providing strategic guidance and recommendations to senior Government leadership. 
• Proven ability to quickly assess complex operational challenges and implement solutions. 
• Demonstrated success managing contractor performance and quality assurance across diverse HR functional areas. 
• Experience leading organizational change initiatives and driving adoption of new processes. 
• Strong business acumen with demonstrated ability to balance technical, financial, and contractual requirements. 
• Proven ability to manage competing priorities and make sound decisions under pressure. 
• Experience developing and presenting executive-level briefings and reports. 
• Demonstrated success building and maintaining strategic partnerships with Government stakeholders. 

Desired Skills:

• Two (2) years of experience working within the Intelligence Community. 
• Experience implementing process optimizations using federal human resources information system (HRIS) data analytics. 
• Project Management Professional (PMP) certification. 
• AI training, experience, or demonstrated aptitude for learning AI tools. 
• Knowledge of DCIPS, OPM personnel processing, and PeopleSoft HCM. 

Security Clearance

• Active TS/SCI
• Willing to submit to a counterintelligence -scope polygraph.
