General Function:
The Maintenance Foreman has bottom-line responsibility for safely ensuring the proper maintenance and repair of all vehicles operated by GBT personnel, whether in fixed-route or paratransit service or in non-revenue support service. The Maintenance Foreman supervises all non-managerial and non-supervisory maintenance personnel working at or in communication with GBT’s maintenance department during his/her shift. Maintenance Foremen are responsible for ensuring an adequate supply of buses ready for pullouts as well as for providing ready replacements for buses that break down while in service. Besides routine coordination of shop activities, provision of technical assistance to and mentoring of mechanics, oversight of employee safety and productivity, and assignment of maintenance and repair work to mechanics and related support staff, the Maintenance Foreman assists in managing the ongoing vehicle maintenance program. The Maintenance Foreman further assists management with non-routine tasks by participating in the ongoing review of maintenance procedures; specification of new vehicles and other related equipment; and development and implementation of new procedures and of new-hire and refresher training of maintenance staff. The Maintenance Foreman is a highly responsible supervisory position.
Position Requirements:
Responsibilities include (but not limited to):
1. Supervising employees on maintenance shop floor;
2. Ensuring compliance with all safety laws, regulations, rules and directives;
3. Ensuring compliance with all State and Federal requirements for the maintenance of federal and state funded assets;
4. Assigning, reviewing, approving, and closing work orders to ensure safe, reliable, and timely vehicle repairs;
5. Performing daily work order entries into the computerized maintenance management system and monitoring employee labor hours and vehicle parts entries;
6. Diagnosing and troubleshooting mechanical or electrical problems and advising staff regarding corrective repairs and maintenance on all fleet vehicles;
7. Coordinating with appropriate supervisory and operations staff to ensure that road calls are properly handled and overseeing road call operations and requesting wrecker service as needed;
8. Maintaining a timely work flow of repairs and services;
9. Assisting mechanics with diagnosing complex vehicle repairs, electronics troubleshooting, OEM campaigns and other related repairs;
10.Communicating effectively with parts and inventory staff to order parts, supplies, materials, and services in accordance with established policies and procedures and ensure the integrity of the inventory process;
11.Maintaining a high level of technical knowledge in repairs and services of all GBT vehicles;
12.Monitoring employees’ equipment inspection activities to ensure shop equipment is properly inspected and is safe for daily use;
13.Monitoring shop floor supplies and special tools equipment; providing accurate account of equipment before shift change;
14.Enforcing work rules, safety and good housekeeping standards;
15.Adjusting daily work schedules as needed to handle workload changes;
16.Opening and closing maintenance shop as needed;
17.Training, directing and supervising the work to be done by mechanics, yard workers, cleaners, detailers and janitors in their daily duties; provide job assignments such that all employees are proper safety protocols;
18.Ensuring that the maintenance operation is fully productive and in accordance with applicable collective bargaining agreements; manage regular and overtime hours;
19.Preparing and filing damage reports and repair cost estimates for buses involved in accidents;
20.Processing warranty claims, investigate warranty claims and make appropriate recommendations;
21.Keep current on technological changes;
22.Responsible for the shop in any emergency, such as fire, medical accident, chemical spills, burglary, response ensure that the alarm system is on; Maintain plan for fire evacuation and disaster etc. and preparing necessary reports respond to these instances;
23.Reviewing and recommend computer fuel-tracking system reports, oil diagnostic sheets, parts supply, mileage, and tracking system, all of which contribute to the effectiveness of the GBT operations;
24.This position has the authority in making road calls, decisions on buses involved in accidents and whether they should be returned to the terminal or to remain on site;
25.Scheduling overtime for the maintenance department and making decisions as to the shift coverage required and in accordance with applicable collective bargaining agreements;
26.Responsible for taking part in hiring and training of personnel;
27.Responsible for maintaining high morale in GBT’s maintenance division using modern leadership techniques;
28.Other duties as may be assigned.
Requirements:
· An Associate’s degree and 2-5 years of Shop Foreman experience or High School graduate or equivalent with five years of applied experience in maintenance of heavy diesel vehicles in some level of leadership capacity. Experience with heavy bus diesel vehicles is strongly preferred. Should have experience with responsibility for a skilled mechanical work force or any equivalent combination of training and experience and supervision which provides a demonstrated potential for performing the duties of this position;
· A degree or certificate from an accredited Automotive Technology institution or equivalent experience and ASE certifications in bus transit T1-T8 are strongly preferred;
· A passion for public transportation and the ability to positively motivate GBT’s maintenance team;
· Strong knowledge of methods, techniques, parts, tools and materials used in the maintenance and repair of vehicles including testing, diagnosis HVAC service, hydraulics, brakes, testing and repair of electronic systems and modules;
· The leadership ability to establish and maintain cooperative working relationships with employees, supervisors and managers;
· Proficiency with computers and a wide variety of tools and equipment required to perform the duties of the position;
· Ability to report to work during Adverse Weather and emergency situations and available and willing to work weekends, holidays and occasional emergency overtime;
· A good driving record, as certified by a driver license abstract issued by the DMV of the home state of the applicant;
- Ability to work under pressure and time deadlines to complete work in order to make the bus schedules and to provide the drivers and passengers of the bus system safe transport;
- Flexible and able to make quick and accurate decisions;
· Available to work any schedule developed by Department Head over a 7-day period.
- Ability to handle multiple tasks;
- Ability to prepare labor cost estimates, maintains required records, prepare work reports, and maintain time and attendance records;
- Ability to write routine reports and correspondence;
· Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals;
· Ability to speak effectively before groups of customers or employees;
· Strong written and oral communication skills;
· Some out-of-town travel required;
