Data Collection & Analysis Unit Supervisor

Do you have experience in the energy data field? California Energy Commission (CEC) is hiring a Data Collection & Analysis Unit Supervisor in the Data Integration Branch (DIB) of the Energy Assessments Division (EAD).

This leadership position is a Program & Project Supervisor (PUC) state classification and will be responsible for overseeing energy consumption data, managing surveys, data collection, supporting forecasters, and helping push innovation in data.

EAD assesses California’s electricity, natural gas, petroleum, and transportation systems and trends to provide information to the state’s decision makers and the public. These assessments inform the development, and implementation, of energy policies that balance the need for adequate resources with economic, public health, safety, and environmental goals

DIB has the primary responsibility of collecting, analyzing, and reporting on energy industry data. DIB provides essential statistics and facts used to assess and develop energy policy, including generation, consumption, and refinery and petroleum supply data. DIB is responsible for implementing EAD’s data strategy, using the latest data science tools and methodologies to inform stakeholders of relevant insights and developments. The EAD data strategy aims to elevate CEC as the state’s lead agency for energy data and analysis.

Desirable Qualifications:

• Experience supervising a technical program with multiple subject areas and subject matter staff, especially in times of organizational change.
• Ability to supervise and coordinate the work of a team of technical specialists with at times varying priorities and to lead them toward the production of timely, quality work products.
• A broad understanding of the state’s energy policies, and their impact on energy demand and the state’s electricity system.
• Proficiency on a personal computer and experience with spreadsheet and/or database software, such as Microsoft Excel, SQL, Snowflake, Access.
• Developing and implementing program goals as required by regulations and legislation.
• Experience in rulemaking process as it relates to the Office of Administrative Law.
• Solid experience with project planning and management techniques.
• Ability to build a team and direct, motivate, and earn the respect of staff.
• Ability to manage and resolve conflict, and to productively collaborate and exchange ideas with individuals whose analysis may represent difficult conclusions or contrary opinion.
• Ability to professionally represent the Division in meetings and/or workshops with agencies, interest groups/public as well as public meetings, conferences, and hearings.
• Ability to gather, compile, analyze, interpret & communicate written/numerical research data.
• Ability to effectively write, review, and edit technical program information.
